Overview & Responsibilities

Organizational context

The Finance Team within the Department of Finance and Support Services (DFSS) is responsible for the corporate, project, and financial services which contribute to the business and operating foundation for the successful delivery of IDLO’s strategic plan. It manages the overall financial resources essential for the full implementation of IDLO’s programming and corporate activities by providing a range of services and solutions for organizational planning, budgeting, treasury, payments, payroll, financial accounting, and reporting. It furthermore maintains all accounts for IDLO by monitoring.

 

Under the supervision of the Finance and Administration Officer, the Finance & Administration Assistant will provide financial and administrative services, ensuring high quality, accuracy, and consistency of work. The incumbent will work in close coordination with the Tunisia-based Programmes team.

 

Summary of Functions:

  1. Provide support to the Tunisia Country Office finance unit.
  2. Provide Administrative support to the Tunisia Country Office finance unit.

Key results expected

1. Provide support to the Tunisia Country Office finance unit.

  • Support the Finance & Administration Officer in the payment process:
    • Book accounting data in Microsoft Dynamic NAV,
    • Assist in maintaining the country office electronic archive and ensure finance-supporting documents are scanned monthly.
    • Track invoices and their supporting documents, review invoices before submitting them to the finance officer for review and further processing,
  • Ensure internal control procedures are followed for all payments according to IDLO policy and procedures.
  • Maintain fixed asset register and inventories.
  • Ensure proper filing of all accounting documents.
  • Maintain the country office petty cash.
  • Prepare payment requests for programme advances disbursement.
  • Support the finance officer in preparing the CO monthly schedules and balance sheet reconciliations.
  • Any other related tasks requested by the supervisor.

2. Provide Administrative support to the Tunisia Country Office.

    • Initiate the process of obtaining signatures and approvals of documents, including drafting and circulating routing slips.
    • Assist in organizing institutional and program events/courses/external visits/presentations and coordinating with other IDLO relevant departments.  
    • Support processing contracts for Contractors/Consultants, maintaining up-to-date contracts, and alerting the supervisor of action needed.
    • Ensure proper management of equipment, allocation of equipment to staff, maintenance, and repair of office equipment.
    • Any other related tasks requested by the supervisor.

Job Requirements

Education and Work Experience

  • University degree in Business, management, finance or similar field is required.
  • 2 years of relevant professional experience in finance, logistics and administrative management within international organizations setting.

Languages

  • Fluency in oral and written English, French, and Arabic is required.

Specific knowledge, skills and competencies

  • Excellent knowledge of Microsoft Office
  • Knowledge of public procurement standards
  • Knowledge of the International Public Sector Accounting Standards (IPSAS)
  • Ability to work under pressure with tight deadlines, flexibility, and an entrepreneurial spirit.
  • Proven ability to see through tasks set and deliver results.
  • Ability and willingness to travel to field locations, if necessary.
  • Keen sense of ethics, integrity, credibility, and commitment to IDLO’s mandate.

Terms & Conditions

For this locally recruited position, IDLO shall offer the selected candidate an Affiliate contract of 12 months, with the possibility of extension subject to performance and funding availability.

 

In addition, IDLO shall offer a yearly basic salary of USD 14,400, medical insurance, and leave entitlements, including in accordance with IDLO Employee Regulations and Rules.

 

This local position is open to candidates who are nationals of the duty station or with permanent resident status or other legal authorization permitting them to work in the duty station. An employee subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international employees.
