Overview & Responsibilities

Organizational Context

IDLO’s Initiative to develop the capacity of the Criminal Justice Systems in the three countries of the Sahel region - Mali, Burkina Faso and Niger – seeks to strengthen institutions in the general criminal justice chain.

The Grants Manager will be based in Bamako, Mali to provide technical and financial management and oversight to the Program’s sub-grant management activities. The incumbent will work closely with both internal and external stakeholders and be supported by IDLO’s Country Offices and IDLO Headquarters in Rome, Italy.

The Grants Manager shall report to the Program Manager, Sahel Initiative, with a dotted line to the Finance and Grants Manager at Headquarters, and work in close collaboration with respective service departments at the regional level and at IDLO’s Headquarters.

 

Primary Functions

The Grants Manager will be responsible for the following:

1) Sub-grant governance:

  • Ensure compliance with IDLO’s policies and procedures, including its Guidelines and Toolkit of templates, workflows and business processes for working with Implementing Partners.
  • Act as primary point of contact between the Country Offices, Implementing Partners and Headquarters as relates to sub-grant management, compliance and reporting.
  • Produce internal and external regular management and risk reports to inform ongoing oversight and management of sub-grants.
  • Ensure close collaboration with the Program Coordination Unit (PCU) throughout the sub-grant management.
  • Ensure all communications, records and supporting documentation from Country Offices, Implementing Partners and donors as relates to sub-grant management are properly kept.

2) Sub-grant management 

  • Provide clearances and approvals relating to the sub-grant process.
  • With support from relevant functions, assess the donor contract for obligations of compliance with any specific contractual clauses related to sub-grant management.
  • In accordance with well-defined criteria, select the Implementing Partner, including facilitating all aspects of the Call for Concept Note(s), the sanctions due diligence, and the Organizational Assessment.
  • In close cooperation with the Implementing Partner and relevant IDLO functions, negotiate and develop the sub-grant proposal package, and provide final clearance.
  • Negotiate, draft and finalize the sub-grant agreement to ensure inclusion of, among other, reporting requirements and deadlines, payment schedules, audit requirements, and currency management; and facilitate any budget reallocations and/or amendments;
  • Establish tools for efficient technical and financial sub-grant management, monitoring and reporting, in line with IDLO’s and the donor’s requested standards.
  • Monitor the performance of the sub-grant, including the rate of spending, and review and clear the progress narrative and financial reports.
  • As needed, undertake site visits to monitor sub-grant implementation.
  • Review and clear the final narrative and financial reports and approve final payment disbursement to the Implementing Partner.
  • Facilitate the evaluation and audit of sub-grant performance.
  • Subject to the availability of funds and internal capacity, identify and facilitate any capacity building activities to the benefit of the Implementing Partner. 

3) Team management

  • Lead team member(s) effectively by providing clear direction, addressing staff development, performance management through ongoing dialogue and mentoring to enable to perform their duties responsibly, effectively and efficiently.
  • Motivate and support team member/s with a view to fostering a teamwork approach in meeting objectives and goals.
  • Address possible conflicts in a positive and constructive manner; encourage initiative and maintain effective working relationships within a multi-cultural setting.
  • Perform other similar duties, as required by the supervisor.

The key results will enhance program innovation and quality; increase the opportunity for more effective partnerships; and advance the commitment of transparency, dialogue and information-exchange with partners, based on the principle of equality.

Internally, the key results will strengthen institutional core competencies and promote internal learning and knowledge management.

It is essential that the incumbent shows a good understanding and empathy with the IDLO values and principles as well as understanding of the Sahel context.

 

Job Requirements

Essentials:

  1. At least 6/7 years of experiences, in grants/sub-grants management of bilateral and multilateral donors, such as AFD, Dutch MOFA, SIDA, USAID and EU, etc.
  2. At least, a master’s degree, in development studies or in a relevant field, such as programme management, finance and administration, etc.
  3. Good working knowledge of Microsoft Applications.

Others Knowledge, Skills and Qualifications 

  1. Sound knowledge of/and commitment to teamwork, partnership principles and to people empowerment methodologies.
  2. Proven ability to write high quality sub-grants related documents in English and French.
  3. Sound knowledge of budget development with excellent numeracy skills
  4. Ability to establish and maintain sound financial controls.
  5. Good planning and analytical capacities.
  6. An in-depth understanding of international development issues

Terms & Conditions

For this professional nationally recruited position, IDLO shall offer the selected candidate a national Affiliate Contract of 08 months.

IDLO shall offer an annual basic salary of USD 29,604, medical insurance, and leave entitlements in accordance with the IDLO Employee Regulations and Rules.
