IDLO is conducting a final evaluation to assess the progress and outcomes of the “Strengthening Anti-Corruption in the LAC Region (SAC-LAC)” project as it concludes implementation at the end of the year. In particular, the evaluation will:
a) Provide an independent assessment of the SAC-LAC project and measure the extent to which the expected results were achieved.
b) Identify relevant lessons learned with a view to informing the design and implementation of future projects and programs in Guatemala, Honduras, Ecuador and Peru.
The Evaluation Expert will be responsible for undertaking this evaluation and expected to carry out the following key duties in line with the evaluation Terms of Reference. Inter alia, the incumbent will:
The incumbent will undertake in-depth analytical work to produce the following deliverables in all draft and final versions.
The incumbent will report to IDLO’s Evaluation Unit and Director, The Hague Office, and under a day-to-day supervision of the Evaluation Specialist.

The consultancy is expected to commence in November 2024. The inception note is expected by the mid-November 2024 and the final report tentatively by mid-February 2025.
This is a resultbased assignment where payments are made upon satisfactory production of evaluation deliverables. The estimated number of workdays for the assignment is 30 for the Evaluation Expert. This includes 5 working days for the field phase. The total value of the consultancy contract is EUR 16,000.
