Overview & Responsibilities

Under the overall supervision of the Regional Programme Finance Coordinator, EECA & LAC and in close collaboration with respective units at IDLO's HQ in Rome, the Contractor will perform the following duties:

 

Payments:

  • Review payment and travel requests, and when complete, post invoices in Microsoft Dynamics NAV and prepare payment packages for further processing by IDLO's Payment Unit;
  • Ensure that all payment packages are properly filed for audit purposes;
  • Assist with preparation of bank reconciliations and ageing schedules.

Oversight:

  • Review financial documentation submitted by EECA country offices, perform compliance spot checks to verify that costs recorded are programme-related and that necessary documentation is available as proof of receipt of services or goods;
  • Ensure that all programme-related financial documentation is completed and properly filed.

Audits:

  • Assist with the preparation of documents for project audits.

Other:

  • Assist with development of payment processing procedures;
  • Perform other similar duties as assigned by Supervisor.

Job Requirements

Education

  • Bachelor’s degree in Finance, Business, or Accounting from an accredited institution.

Work Experience

  • Minimum two years of relevant professional experience in a financial role.

Language Proficiency

  • Fluency in English is required;
  • Proficiency in one of the languages of Eastern Europe or Central Asia is an asset.

Specific Knowledge, Skills and Competencies

  • Demonstrated work experience with Enterprise Resource Planning (ERP) systems, preferably with MS NAVISION.
  • Knowledge of International Public Sector Accounting Standards (IPSAS) is an advantage.
  • Advanced knowledge of MS Excel required, in conjunction with relevant database and word processing software.
  • Demonstrated ability to work collaboratively in a multicultural team environment.
  • Ability to work under pressure with tight deadlines and flexibility.
  • Strong interpersonal and organizational skills and attention to detail.
  • Enthusiastic and proactive attitude.
  • Self-motivated and dynamic with a willingness and ability to use initiative to assist the organization in achieving its objectives; and
  • Keen sense of ethics, integrity, and commitment to IDLO’s mandate.

Terms & Conditions

For this position, a consultancy contract with an end date of 30 June 2025 is offered. The monthly rate of the consultancy contract is EUR 2,000 (20 working days per month).
