Overview & Responsibilities

The IDLO Office in The Hague acts as a justice hub providing the organization with specialized expertise in priority thematic areas to support policy, advocacy, research, and programmes. The Office maintains and builds strategic diplomatic and professional relationships with The Government of the Netherlands, a member party of IDLO, with international organizations and tribunals and other organizations in the justice and peace community in The Hague, as well as with other current and prospective partners in Europe.

 

Digital technologies can play an important role in enabling delivery of essential justice services, strengthening of criminal justice chains, combating corruption, and increasing accountability. The Organization is seeking to further enhance its programmes and profile in the field of Digital Innovation as one of the areas that provides opportunity for enhancing Rule of Law by not only making justice systems more open and accessible but also improving their efficiency and accountability. Digital dimensions of policy and regulatory frameworks can also specifically further IDLO’s objectives on inclusive economic development and climate justice. IDLO seeks a Digital Innovation Advisor to expand its in-house capacity and expertise in Digital Innovation in Rule of Law sector.

THE POSITION

The Digital Innovation Advisor position is located at IDLO’s office in The Hague and works in an integrated manner across departments. The Digital Innovation Advisor provides technical expertise, policy, programme development, and programming advice to teams located in the Department of Programmes and across IDLO’s global network of Country Offices. S/He supports the identification of good practices and assists initiatives and projects on digital innovation across the organization, including in the field.  S/He also contributes to thought leadership and policy advocacy activities.

Under the general supervision and coordination of the Director of The Hague Office the incumbent will perform the following duties:

  • In line with the organization’s Strategic Plan, monitor and identify key trends and developments in digital innovation, in particular in connection with rule of law, justice and human rights, develop an organizational mapping in the thematic field of expertise, and identify areas of strategic interest and advantage where IDLO can intervene as a leader and innovator, both in the context of the development and delivery of related programming as well as in thought leadership, knowledge generation, and policy activities.
  • Contributing to the development of new programmes and/or expansion of existing ones; incorporating innovative approaches into programme design when appropriate; and integrating substantive and technical inputs into the preparation of proposals, concept notes, reports, etc.
  • Review and advise on project proposals relating to digital innovation to ensure consistency with IDLO’s Strategic Plan as well as compatibility with regional, subregional, and national contexts.
  • Develop guidance and policy notes in support of IDLO’s programmatic, research and policy work.
  • Provide support and assistance to programme implementation activities, including quality assurance, topical support to field activities, regular field visits, and by analysing programme reports and related documentation.
  • Develop and leverage networks and partnerships with relevant governments, multilateral organizations, NGOs and civil society organizations, universities, think-tanks, and other relevant stakeholders in the area of digital innovation for the purposes of strengthening IDLO’s knowledge, visibility and international engagement as well as expanding its reach, capabilities, and capacity to develop and deliver high-quality programming.
  • Contribute to thought leadership and policy dialogue by supporting research, publications, active engagement with networks and partners, and participation in conferences and other meetings.
  • Provide input into institutional and project communications media, including websites, social platforms, marketing materials, etc.; prepare analytical reports, briefing notes, background papers, talking points, etc. as may be required.

Job Requirements

Education and Experience

  • Master’s degree (Tech & Law, information systems, Digital Transformation, Social Science, Law, Economic or another relevant field) is required.
  • A minimum of 08 years of substantive experience of working at senior level in an International Organization within digital innovation, e-governance, e-justice, programme development, legal work, and/or research and policy relevant to the scope of work is required.
  • Demonstrable expertise in rule of law, justice and/or human rights is required.
  • Proven experience in working with various stakeholders including building networks and engaging with external partners.

Languages

  • Full professional competence of written and verbal communication skills in English is required. Knowledge of other languages is highly desirable.

Specific knowledge, skills and behavioural competencies

  • Excellent knowledge in the field of digital innovation and the ability to work with various departments and internal stakeholders.
  • Proficiency in the fields of rule of law, access to justice, justice & tech and human rights.
  • Strong project management skills and a high expertise level in supporting programmes work through new initiatives.
  • Ability to analyse complex situations in regard to areas of digital innovation and provide guidance and solutions to support operational goals.
  • Highly effective influencing and relationship building skills at all levels across diverse and remote groups of stakeholders as well as face to face.
  • Ability to maintain knowledge of latest developments.
  • Experience of working with senior executives.
  • Keen sense of ethics, integrity and commitment to IDLO's values and mandate.
  • Able and willing to travel to field operations, including in post-conflict countries.

Terms & Conditions

For this internationally professional recruited position, IDLO shall offer the selected candidate an Affiliate Contract of 24 months, with possibility of extension subject to performance and availability of funding.

 

IDLO shall offer a yearly basic salary of EUR € 70,000.- and a benefits package including provident fund contribution (14%), medical insurance, leave entitlements. Relocation and installation support are also available for internationally recruited employees in accordance with IDLO Employee Regulations and Rules.

 

Salaries and benefits paid by IDLO to employees are exempt from taxation in The Hague. IDLO employees are responsible for compliance with income tax laws of their country of nationality or residence and/or of any other relevant fiscal jurisdiction.
