Senior National Consultant (Coordinator) shall be responsible for leading the implementation of a Consortium-wide component related to facilitating policy dialogue on accountability as part of the broader justice sector reform and Ukraine’s EU accession effort within the project Restoring Dignity and Justice in Ukraine: A Whole-Of-Government Approach to Advancing Accountability for International Crimes. Senior National Consultant (Coordinator) will play a key role in strategic coordination among Consortium partners, stakeholders, leading the high-level engagement with national institutions, and providing expert-level input to ensure coherence and alignment of the interventions supported by the Consortium.
Under the direct supervision of Programme Lead, Accountability and in coordination with the Head of IDLO in Ukraine, Ukraine, the Senior National Consultant (Coordinator) shall:
• Provide strategic coordination and expert advice to the Office of the Prosecutor General of Ukraine (OPG) and other key stakeholders in aligning national accountability efforts with EU standards and justice sector reform priorities.
• Lead the development of high-level briefing materials, policy papers, and strategic inputs that connect ongoing reforms with the requirements under Chapter 23 (Judiciary and Fundamental Rights) of the EU accession framework.
• Lead the preparation and facilitation of IDLO-led and Consortium-wide policy dialogues, workshops, and consultations involving government, civil society, and international partners, ensuring quality engagement and actionable outcomes.
• Oversee and contribute to consultations with civil society and victim groups, promoting inclusive and participatory approaches in policy development and reform efforts.
• Guide stakeholder mapping, coordination, and analysis to enhance collaboration, identify synergies, and avoid duplication across accountability and transitional justice initiatives.
• Maintain high-level communication and cooperation with national and international stakeholders, ensuring continuous information flow, responsiveness to needs, and alignment with Consortium objectives.
• Lead the preparation of analytical reports, concept papers, and other knowledge products on transitional justice, accountability, and justice reform, ensuring strategic relevance and quality.
• Ensure effective documentation of meetings and events, oversee production of key outputs such as minutes and recommendations, and track implementation of follow-up actions.
• Provide oversight and technical input to project monitoring and evaluation, contribute to progress reporting, and identify risks and recommendations for adaptive project management.
• Supervise and mentor junior consultants and support staff as appropriate, fostering a collaborative and effective work environment.
• Perform other relevant duties as assigned.
Specific tasks will include:
• Lead research and strategic analysis on EU benchmarks, national policy alignment, and justice reform trends to inform programming and policy engagement.
• Coordinate the planning, design, and facilitation of high-level policy dialogues and thematic consultations, ensuring political and technical relevance.
• Oversee the production of reports, briefings, and policy recommendations based on data, consultations, and research, with a focus on supporting reform implementation.
• Support results-based monitoring and reporting by reviewing project data, drafting strategic sections of reports, and advising on challenges and opportunities.
• Oversee the drafting and clearance of official records, including policy notes, meeting summaries, and outcome documents for use by national institutions and international partners.
• Serve as a senior liaison with institutional stakeholders and act as focal point of the Consortium in strategic forums, working groups, or public events as delegated.
