Overview & Responsibilities

The Assignment

The assignment involves undertaking a rapid training needs assessment, developing training content, and facilitating training of trainers who will conduct training for local council court members. The planning and implementation of the training will adopt a participatory approach, involving discussions with IDLO staff, the Ministry of Local Government and other partners in the administration of justice.

 

Scope of the Assignment
The consultant will be responsible for undertaking all assignments necessary to ensure a comprehensive review, approval of training materials, and the effective delivery of training for trainers of Local Council Courts.

 

Under the supervision of the IDLO Country Manager and in close coordination with the Ministry of Local Government, the consultant will undertake the following tasks:

1. Conduct a comprehensive assessment of the existing training materials on LCCs and GBV, section by section or module by module, covering both theoretical/ didactic and practical aspects, to identify areas for improvement.
2. Review the content, relevance, format, clarity, alignment to standards and existing legal framework and accuracy of the information.
3. Update the training material using the current context and information.
4. Ensure that each training module has updated learning objectives and means for measuring learning outcomes.
5. Draft a facilitator’s guide and participants’ handbook.
6. Prepare a detailed training program for the Training of Trainers.
7. Conduct training as per the training program.
8. Develop a Continuous Learning Evaluation tool.

Job Requirements

Education and Professional Experience

  • A minimum of 5 years’ experience in developing and/or revising training materials in the fields of law and governance
  • A minimum of 5 years of practical experience in capacity building and conducting training of trainers in the legal field.
  • An in-depth knowledge of governance principles, best practices, and regulatory frameworks, including the Uganda Local Council system
  • Qualification and experience in the Ugandan Legal system would be an additional advantage.

 

Languages
Outstanding written and verbal skills in English.

Terms & Conditions

The duration of the assignment is 2 months, and the expected start date is 16 June 2025.
