Overview & Responsibilities

 

OVERVIEW

IDLO Tunisia has launched the "Access to Land and Credit" project, aiming to create sustainable jobs in the agri-food sector. A team of experts will conduct a study on the perceptions of cooperatives and develop a communication strategy. The initiative also aims to strengthen the impact of cooperatives, SMSAs, SMEs, and GDAs in the consolidated areas through targeted training and advice.

OBJECTIVES

  • Analyze the perceptions of agricultural organizations in Tunisia, historical/geographical factors, and existing narratives.
  • Develop and test alternative narratives to enhance the value of cooperatives.
  • Propose a communication strategy and an action plan.
  • Identify cooperatives, SMSAs, SMEs, and GDAs in the reconstituted areas, with strong participation of women and youth, for a training and coaching program

EXPECTED DELIVERABLES

 

The study includes a desk review, surveys, interviews, and the development of a communication strategy. Over 8 months, the deliverables are: inception report (methodology and actors), preliminary (socio-cultural context and narratives), empirical test (results), recommendations (narrative strategies), final (synthesis), presentation. The team will be expected to collaborate with stakeholders, produce content in French or Arabic, and adapt to the project's needs.

Job Requirements

Education and Professional Experience

 

Mission Lead (1)

  • Master's or PhD in sociology, anthropology, social/political science, or a related field.
  • Minimum 10 years of experience in socio-economic development projects in Tunisia.
  • Demonstrated experience with cooperative enterprises and the social economy.
  • Relevant experience in promoting entrepreneurship and associations.
  • Strong management and leadership skills.

Expert in Empirical Research (1)

  • Bachelor's degree in statistics, economics, sociology, political science, or a related field.
  • Minimum 5 years of experience in designing and applying quantitative and qualitative research methods.
  • Experience in public and political communication is desirable.

Field Researchers (2)

  • Bachelor's degree in agroeconomics, economics, sociology, communication, or a related field.
  • Minimum 3 years of experience in data collection in the field.

 

Skille and Competencies

  • Technical knowledge and expertise in designing a research methodology, including development of research tools, data collection, quality control, data processing and data analysis.
  • Excellent analytical and organizational skills.
  • Fluent in French and Arabic. English is an asset

Terms & Conditions

Interested candidates are invited to submit their applications, including a detailed CV, a technical plan describing the mission's phasing, and a financial offer.

The contract is expected to start between August 1st and August 15th and conclude in March 2026. Payments will be made upon the submission of agreed-upon deliverables. Each deliverable is linked to a specific payment installment, contingent upon quality and timely submission, as well as acceptance by the Country Representative of the IDLO Tunisia Country Office.

 

The specific allocation of days will depend on the specific tasks assigned to each expert.
