Overview & Responsibilities

Following the Ukraine Accountability Conference in The Hague on 14 July 2022, upon the initiative of Ukraine, the International Criminal Court (ICC), and the European Union (EU), a Political Declaration was endorsed that called for the establishment of the “Dialogue Group on Accountability for Ukraine”. The Dialogue Group is a coordination mechanism that offers States, international organizations, and stakeholders from civil society a platform to discuss and align national and international accountability initiatives. Its objective is to promote dialogue across the diverse range of national and international accountability initiatives relevant to the situation in Ukraine, as well as identify opportunities to enhance the coherence and complementarity of action in these efforts, where appropriate. To ensure the quality and effectiveness and streamline processes, the Dialogue Group is to be assisted by a Secretariat.

 

The primary functions of the Secretariat include keeping track of the Dialogue Group participants, organizing and facilitating online and in-person meetings of the Group, providing necessary day-to-day technical and expert support to the co-chairs of all four workstreams of the Dialogue Group. Further, the Secretariat shall facilitate regular exchanges between the Netherlands as lead nation on “Restoring Justice” within Ukraine’s Peace Formula and the Office of the Prosecutor General of Ukraine to maximize the possibility for the work and results of the Dialogue Group on Accountability for Ukraine to feed into the work of the “Restoring Justice” agenda of the Peace Formula.

 

In the Secretariat, International Consultant (Coordinator) shall be responsible for facilitating smooth coordination and exchange of information between OPG and other stakeholders of the Dialogue Group and ensuring consistently high-quality support to the co-chairs. The co-chairs and coordination group shall remain responsible for the content of the work.

Summary of functions

  • In close coordination with other members of the Secretariat, assist the co-chairs of the four workstreams, including the Ukrainian stakeholders, in particular the Office of the Prosecutor General (OPG) of Ukraine with their coordination efforts, including written and oral communication, producing and circulating minutes, reports and notes, gathering feedback, and facilitating follow-up of consultations.
  • Facilitate smooth operations of the workstreams so that the Dialogue Group on Accountability for Ukraine can gradually feed into the work of the ‘Restoring Justice’ agenda of the Peace Formula.
  • Ensure timely and high-quality organization of and input for the coordination meetings, plenary meetings and High-Level Ministerial meetings.
  • Contribute to the internal coordination, planning and monitoring of the functioning and deliverables of the Secretariat of the Dialogue Group.
  • Assist all stakeholders of the Dialogue Group, including OPG and other Ukrainian stakeholders of the Dialogue Group with drafting and finalizing meeting agendas.
  • Together with other members of the Secretariat, collect, review, proofread, and distribute meeting material beforehand.
  • Review and proofread notes translated from Ukrainian into English before submitting them to the Dialogue Group.
  • Assist co-chairs including the Prosecutor General in preparation for the Dialogue Group meetings and conferences.
  • Report to the Cochairs of the Dialogue group on the work progress made.
  • Perform other relevant duties as assigned.

Specific tasks will include:

  • Facilitate Dialogue Group’s meetings, individual meetings of the four workstreams, the regular coordination meetings, the Plenary meeting and High-Level Ministerial events (max 2 x per year).
  • Ensure that internal and external deadlines are met.
  • Produce reports on the progress achieved.
  • Facilitate quality input from the Office of the Prosecutor General to the Dialogue Group.
  • Collect and keep track of Dialogue Group documents.
  • Maintain up-to-date membership lists for the workstreams.
  • Facilitate respect for confidentiality and data protection and confidentiality.

Job Requirements

Education and experience

  • Higher education degree in law, political science, or communications.
  • Minimum of 5 years of demonstrated relevant professional experience.

Languages

  • Excellent oral and written communication skills in English.

Specific knowledge, skills, and competencies

  • Excellent interpersonal, communication and team coordination skills.
  • Ability to work constructively with larger number of external stakeholders. Confident in any surrounding and at working at all levels when dealing with stakeholders.
  • Focus on quality: Ability to work with a high degree of accuracy and attention to detail in a busy environment.
  • Excellent written and verbal communication skills.
  • Strong minute-taking and reporting skills.
  • Very good knowledge of the Microsoft Office Suite.
  • Proven ability to see through tasks set and deliver results.
  • The ability to work under pressure with tight deadlines, flexibility.
  • Keen sense of ethics, integrity, credibility, and commitment to IDLO’s mandate.

Terms & Conditions

This is a full time consultancy assignment, based in Kyiv, Ukraine.

The selected candidate will be offered a Single Engagement Agreement (SEA) for 12 months.
