Overview & Responsibilities

Background

The International Development Law Organization (IDLO), with financial support from Sweden, is implementing the Project “Advancing Integrity and Transparency for a Modern Justice Sector” to strengthen integrity and transparency in Moldova’s justice sector. The project aims to reduce corruption, foster civic engagement, and support digital transformation within justice sector institutions, thereby enhancing accountability and public trust.

To support this initiative, IDLO seeks to engage a Consultant (Civil Engineer/Designer) to assess the identified office space, develop technical and design documentation, support procurement processes, and supervise refurbishment works to ensure quality, compliance, and timely delivery.

 

Objective of the Assignment

To support IDLO and its beneficiary in the technical and design planning, procurement, and oversight of refurbishment works for a designated office space, ensuring both functionality and compliance with quality standards.

The duration of this assignment is one year.

 

1. Overview & Responsibilities

The Consultant will work under the supervision of the IDLO Project Team and will be responsible for the following tasks:

1) Assessment and Technical Design

· Conduct a site visit to assess the current condition of the office space.

· Provide recommendations for refurbishment, including structural, functional, and aesthetic improvements.

· Propose layout and interior design options to optimize space usage, ergonomics, and operational functionality.

· Prepare detailed design drawings (as needed) and technical documentation.

· Prepare the Bill of Quantities (BoQ) with accurate technical specifications and cost estimates.

· Draft the Terms of Reference (ToR) and technical annexes for the Invitation to Bid (ITB) process for selecting a construction/refurbishment company.

2) Procurement Support

· Provide technical clarifications to IDLO and potential bidders during the procurement process.

· Support the evaluation of bids, including the technical review of proposals and participation in evaluation panels, if required.

3) Supervision of Works

· Conduct regular site visits to monitor progress, verify compliance with the BoQ, and ensure adherence to the approved design and timeline.

· Coordinate with the contractor to resolve technical issues and provide guidance on quality assurance.

· Ensure that all works are carried out in compliance with applicable safety standards, local construction laws, and contract provisions.

· Identify and recommend corrective measures for any deviations from agreed specifications.

4) Reporting & Coordination

· Submit periodic progress reports and a final completion report at the end of the assignment.

· Liaise with IDLO and beneficiary institutions to align expectations and provide timely technical updates.

· Support coordination between stakeholders (beneficiaries, contractors, IDLO team) throughout the refurbishment process.

5) Additional Support

· Provide any other relevant technical advice necessary to ensure the successful delivery of the refurbishment project.

 

Deliverables

· Site assessment report including design recommendations.

· Final layout/design drawings (if applicable), BoQ, and complete technical documentation.

· Draft ToR and technical annexes for the ITB process.

· Technical evaluation inputs for bid assessments, if required.

· Regular supervision/monitoring reports.

· Final completion and handover report.

Job Requirements

Education and Professional Experience

- University degree in Civil Engineering, Architecture, or Interior Design (or a related field).

- Minimum of 5 years of relevant professional experience in refurbishment, civil works, or interior fit-out projects.

- Demonstrated experience in space planning, technical drafting, and construction supervision

Languages

- Professional proficiency in written and spoken English & Romanian.

 

Specific knowledge, skills and competencies

- Experience preparing BoQs, technical specifications, and tender documentation.

- Familiarity with public procurement procedures and tender evaluations is an asset.

- Previous work with international organizations, NGOs, or donor-funded projects is an asset.

- Strong planning, organizational, and interpersonal skills.
