Overview & Responsibilities

IDLO is conducting a final evaluation to assess the progress and outcomes of the “Restoring Dignity and Justice in Ukraine: A Whole-Of-Government Approach to Advancing Accountability for International Crimes” programme. In particular, the evaluation will:

  1. Provide an independent assessment of the Ukraine programme and measure the extent to which the expected results were achieved.
  2. Make recommendations, identify relevant lessons learned and provide feedback with a view to informing the design and, implementation and results monitoring of future programs in and outside Ukraine.

The National Data Collector will support this evaluation in line with the Terms of Reference (link). The incumbent will be expected to carry out the following key duties in line with the detailed evaluation Terms of Reference. Inter alia, the incumbent will:

  • Support the Evaluation Expert in data collection throughout the evaluation exercise.
  • Assist with linguistic issues, if needed.
  • Ensuring the feasibility of data collection methods within the local political and governance context and the dynamics of stakeholder institutions.
  • Prepare relevant documents and analyses;
  • Conduct interviews with stakeholders and key informants;
  • Provide written translations of project-related or legal documents as required by the Evaluation Expert.

 

The incumbent will undertake in-depth analytical work to produce the following deliverables in all draft and final versions.

  1. An Inception Note
  2. A draft Evaluation Report
  3. Finalized Evaluation Report

The incumbent will report to IDLO’s Evaluation Unit and Director, The Hague Office, and under a day-to-day supervision of the Evaluation Support Consultant.

 

Job Requirements

 

Education and Professional Experience

  • Master’s Degree/ Graduate degree in international development, law, public administration, public policy or other relevant social sciences is required.
  • Minimum of 2 years of substantial professional experience, ideally within an international organization;

Languages

  • Outstanding written and verbal skills in English.
  • Fluency in written and verbal Ukrainian.

 

Specific knowledge, skills and competencies

  • Relevant experience with working in fragile/in transition/in conflict countries;
  • Knowledge and understanding of the Ukrainian judiciary and criminal justice system.

Terms & Conditions

The consultancy is expected to start at the beginning of July 2025. The estimated number of workdays for the assignment is 10-15 for the National Data Collector. The completion of data collection is expected tentatively by the end of July 2025. The inception note is expected by mid-July 2025, the draft evaluation report is expected approximately by the 15th of August 2025, and the final evaluation report is expected by mid-September 2025. The total value of the consultancy contract is EUR 3,500.
