Overview & Responsibilities

Monitoring is a core component of IDLO’s results-based management approach and is integrated throughout the programme cycle. As outlined in IDLO’s Monitoring Guidelines and Theory of Change Guidelines, programme monitoring generates data and evidence that support effective implementation, learning, adaptation, and accountability. Monitoring activities at IDLO are grounded in problem-driven and outcome-oriented approaches and aligned with IDLO’s Strategic Plan and Strategic Results and Resources Framework (SRRF). They are designed and implemented in close coordination with the Programme Development and Monitoring Team (PDMT) and country teams. Monitoring exercises are also supported by tools such as Monitoring, Evaluation, and Learning (MEL) plans, reflection notes, indicator tracking tables, and outcome-oriented assessments. Together with periodic reviews and Action-Reflection-Learning (ARL) exercises, these tools help ensure the timely identification of challenges and opportunities, strengthen adaptive management, and support evidence-based programming.

Under the supervision of the Field Programme Manager and in close consultation with the Regional Programme Manager and the PDMT at HQ, the M&R Specialist will support effective implementation, monitoring, and learning for the programme. While a key focus will be on supporting the development and use of monitoring and learning tools, the role also entails active involvement in project planning, reporting, implementation and coordination.

Key responsibilities are structured across five functional areas:

  1. Monitoring Design and Planning
    • Contribute to the design and revision of the programme’s MEL Plan, including Theory of Change, logical framework, indicator tracking table (ITT), and risk matrix.
    • Collaborate with the PDMT Focal Point for Mongolia at IDLO HQ for designing and planning M&R-related interventions.
    • Support pre-intervention assessments to establish baselines, targets, and any other context-specific monitoring tools, including knowledge, aptitude, and practice surveys.
    • Develop user-friendly data collection instruments and ensure alignment with IDLO guidelines.
  1. Monitoring Implementation, Learning, and Adaptation
    • Lead internal monitoring processes, including real-time monitoring and periodic progress reviews.
    • Support the drafting and/or review of monitoring reports and provide quality assurance.
    • Support the design, maintenance, and use of programme database or dashbords.
    • Respond to internal and external data and information requests in a timely and accurate manner.
    • Regularly update monitoring tools, notably logical framework and ITT.
    • Lead the data collection for project activities, outputs, and outcomes.
    • Maintain active engagement with the IDLO MEL Group and PDMT to both inform the development of new MEL tools and guidelines and promote their consistent application within the programme.
    • Facilitate ARL sessions and other reflection exercises to identify good practices and lessons learned in collaboration with the PDMT.
    • Provide recommendations to the programme team based on monitoring findings and evidence.
  1. Reporting
    • Support the programme team in preparing donor and internal reports as requested, including progress reports and biweekly reports, workplans, and other project documents.
    • Review draft reports, consolidate internal feedback, and assist in drafting management responses.
    • Provide programme or contextual related input to IDLO HQ to inform the development of factsheets, strategies, briefs and reports as relevant.
  1. Research
    • Contribute to the drafting of Terms of Reference for external evaluations, assessment, and research studies.
    • Coordinate logistics and technical inputs for external evaluators and research studies.
    • Review and consolidate internal feedback on evaluation and research reports and support the development of management responses.

 5. Programme Coordination and Implementation

    • Support day-to-day coordination and implementation of project activities.
    • Liaise regularly with stakeholders including government partners, CSOs, and service providers to ensure smooth planning and delivery of activities.
    • Facilitate monitoring missions in the field with project stakeholders and develop follow-up monitoring reports.
    • Develop human interest stories, impact stories and document the results of the interventions.
    • Participate in coordination meetings, technical working groups, and stakeholder consultations as required.
    • Contribute to the preparation and updating of implementation plans, and ensure timely follow-up on activities and deliverables.
    • Identify and help address operational or programmematic bottlenecks during implementation.

Job Requirements

Education and Work experience

  • Post-graduate degree (masters of equivalent) in International Relations, Development Studies or another related field is required.
  • A minimum of 5 years of progressively responsible professional experience in international development with a focus on monitoring and reporting is required.
  • Sound experience with programme development is desirable.
  • Proven experience with standard programme and data management tools, as well as results-based management, programme design, monitoring, evaluation and learning approaches
  • Proven experience working with one or more of IDLO’s key (prospective) donors, notably the EU and USAID is highly advantageous. 

Languages

  • Fluent oral and professional writing skills in English is required. Fluency in spoken and written Spanish, French or other language is an asset.

Specific knowledge, skills and competencies

  • Experience working in rule of law promotion or democracy and governance.
  • Excellent written and verbal communication skills.
  • Good knowledge of Microsoft Word, Excel and PowerPoint. Proficient use of other ICT software and internet software.

Terms & Conditions

For this locally recruited position, IDLO shall offer the selected candidate a local affiliate contract initially for 12 months, with the possibility of extension, subject to performance and availability of funding.

In addition, IDLO shall offer a yearly basic salary of  USD 23,028, medical insurance, and leave entitlements, including in accordance with IDLO Employee Regulations and Rules.

This local position is open to candidates who are nationals of the duty station or with permanent resident status or other legal authorization permitting them to work in the duty station. An employee subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international employees.
