Overview & Responsibilities

The Department of Programmes is the central management and coordinating function for programmes delivery and capacity development.  It is responsible for the implementation of IDLO’s global programmes portfolio for field and non-field locations in line with organizational strategy.

Under the direct supervision of the Regional Programme Manager, EECA, based in IDLO Headquarters in Rome, the Consortium Management Programme Lead engages with internal and external functions to oversee, and manage the day-to-day operations of a planned Dutch MFA supported Consortium led by IDLO (hereinafter “Consortium”) to advance accountability for international crimes in Ukraine. The Consortium Management Programme Lead represents IDLO with IDLO HQ and Country Office staff, implementing partners (IPs), Government officials, technical advisors and experts, donors and civil society.

Duties & Responsibilities

  1. Oversight of Consortium Programme implementation across sub-projects and ensure results-based and timely programmatic delivery:
  • Ensure overall Consortium work planning, budget management, monitoring and reporting.
  • Ensure all aspects of programme implementation are consistent with: (1) Donor contract; (2) implementing partner (IP) agreements; (3) IDLO processes and procedures.
  • Monitor programme implementation issues at the sub-project level, necessary including revisions to project design and work plans; make decisions for timely and optimal course corrections.
  • Engage with Consortium IPs to ensure that activities are being carried out in accordance with the programmatic design and delivery schedule, and in line with the IP agreements.
  • Ensure Consortium Programme deliverables meet quality standards and proactively seek input from relevant substantive external and internal experts.
  • Organize regular working meetings across sub-projects and of all Consortium programme partners, as well as ad hoc meetings as may be programmatically necessary.
  1. Oversight of the overall financial management of the Consortium Programme and Consortium sub-projects:
  • In close coordination with IPs, and IDLO’s Ukraine Country Office (CO) and IDLO’s HQ finance staff, continuously monitor spending under individual sub-projects and across Consortium programme lines.
  • React swiftly to over or underspending, liaising IPs, and IDLO’s Ukraine Country Office (CO) and IDLO’s HQ finance staff. and the donor on spending, timelines and potential No-Cost Extensions.
  1. Timely monitoring, reporting, and evaluation of the Consortium Programme:
  • Review annual and quarterly reports across sub-projects.
  • Clear the submission of financial and narrative reports; highlighting the value and impact the programmes/activity brings.
  • In close coordination with the Consortium Management Team, IDLO Ukraine CO, and IPs, prepare and submit Consortium Programme reports to donor.
  • Ensure timely independent evaluation of the Consortium programme, monitor sub-project evaluations by IPs.
  • Schedule regular meetings with donor and all Consortium Programme partners, as well as ad hoc working monitoring meetings with the donor, and ad hoc meetings as may be necessary.
  1. Programme Development and Programme Representation:
  • Engage with the donor (and other potential donors) towards the development and expansion of programmatic opportunities.
  • Represent IDLO in Consortium Programme events, and act as the Consortium programme focal point vis-a-vis the donor, the international community, government institutions, international organisations, CSOs, and other stakeholders.
  1. Supervision of the Consortium Programme Management Team:
  • Lead the Consortium Programme Management Team, namely a Finance and Grants Compliance Officer, and a Monitoring and Reporting Analyst, both based in IDLO Headquarters.
  • Effectively lead the team by providing clear direction, addressing development, and performance management through ongoing dialogue, and mentoring; fostering a teamwork approach in meeting objectives and goals; address possible conflicts in a positive and constructive manner; encourage initiative and maintain effective working relationships within a multi-cultural setting.

Job Requirements

Education and Work Experience

  • Graduate degree (Masters of equivalent) in Law, International Relations Development Studies or other related field is required.
  • Minimum 8 years of significant relevant professional experience within an international organization in the implementation and management of complex programmes, including those led by consortia.

Languages

  • Fluency in English is required. Knowledge of Dutch or Ukrainian would be an asset.

Skills & Abilities

  • Familiarity with standard programmes and data management tools, as well as results-based management and monitoring and evaluation principles.
  • Proven experience in managing complex, large-scale technical assistance projects, including through programmatic consortia, preferably in the rule of law field.
  • Excellent written and verbal communication skills.
  • Good knowledge of Microsoft Word, Excel and PowerPoint. Proficient use of other ICT software and internet software.
  • Works well with others and actively participates. Shares information, contributes, encourages and motivates others to become involved in team activities. Provides constructive feedback and willingly helps others. Contributes to a fair environment that fosters collaboration and cooperation. Works effectively across and within IDLO organizational boundaries.

  • Ability and willingness to travel to the region, if necessary.

Terms & Conditions

For this internationally professional recruited position, IDLO shall offer the selected candidate a one year Affiliate contract  with possibility of extension subject to performance and availability of funding. IDLO shall also offer a yearly basic salary of EUR 70,000 and a benefits package including provident fund contribution, medical insurance, leave entitlements in accordance with IDLO Employee Regulations and Rules. Relocation and installation support are also available for internationally recruited employees.
