Overview & Responsibilities

The role will support the delivery of the IDLO portion of the consortium programme entitled “Restoring Dignity and Justice in Ukraine: A Whole-of-Government Approach to Accountability for International Crimes (Phase II)” funded by the Ministry of Foreign Affairs of the Netherlands. The programme is part of a larger presence by IDLO in Ukraine in support of justice sector reform and capacity strengthening for national counterparts. 

Under the overall supervision of the Regional Programme Finance Coordinator, EECA & LAC and in close collaboration with the Consortium Management Programme Lead based in the IDLO Branch Office in The Hague, and respective units at IDLO’s HQ in Rome, the Finance and Grants Compliance Officer will have the following responsibilities in supporting the IDLO Consortium Programme.

 1. Financial oversight of the Consortium Programme:

  • Act as a focal point for day-to-day financial issues relating to Consortium programme, including liaising with relevant IDLO departments.
  • Track financial progress of the programme; analyse programme expenses as required, underline budget deviations and provide analysis and recommendation.
  • Review, analyse and assist in the preparation of budget proposals/realignments related to Consortium programme.
  • Process payment and travel requests ensuring compliance with internal control procedures.
  • Ensure timely preparation and submission of all financial information, reports and documentation, in collaboration with the HQ-Regional Programme Finance Coordinator.
  • Review financial documentation submitted by Ukraine CO, perform compliance spot checks to verify that costs recorded are programme-related and that necessary documentation is available as proof of receipt of services or goods.
  • Ensure that all programme-related financial documentation is completed and properly filed.

2. Consortium sub-grants management:

  • Serve as the primary contact for all financial matters concerning sub-projects, represents HQ Finance Unit in meetings with implementing partners (IPs), auditors and various programme stakeholders.
  • Review financial reporting submitted by IPs to ensure compliance with IDLO policies and procedures as well as donor rules and regulations.
  • Coordinate funds disbursement process in line with sub-project agreements.
  • Review IP’s budget realignments as well as sub-project agreement amendments.
  • Coordinate programme-related audits, collect, and provide supporting documentation for auditors.

 

Job Requirements

Education and Work Experience

  • Minimum of 3 years of progressive experience in an international accounting and financial management environment preferably within an intergovernmental or international non-governmental organization or private /public organization with donor-funded programs.
  • Demonstrated work experience with Enterprise Resource Planning (ERP) systems, preferably with MS NAVISION
  • Knowledge of and experience with spreadsheets (advanced knowledge of Microsoft Excel is a must), databases, and word-processing software
  • Demonstrable experience in donor budgeting and reporting
  • Working experience in audit would be an added advantage

Languages

Excellent oral and writing skills in English.

 

Skills & Abilities

  • Demonstrated working knowledge of International Public Sector Accounting Standards (IPSAS) is a plus.
  • Proven ability to operate in a team environment liaising with a diverse team.
  • Ability to work under pressure with tight deadlines, flexibility, and an entrepreneurial spirit.
  • Strong interpersonal and organisational skills and attention to detail.
  • Enthusiastic and proactive attitude.
  • Self-motivated and dynamic with a willingness and ability to use initiative to assist the organisation in achieving its objectives.
  • Keen sense of ethics, integrity, and commitment to IDLO’s mandate.

Terms & Conditions

For this internationally professional recruited position, IDLO shall offer the selected candidate a one year Affiliate contract  with possibility of extension subject to performance and availability of funding. 

 

IDLO shall also offer a yearly basic salary of EUR 37,762 and a benefits package including provident fund contribution, medical insurance, leave entitlements in accordance with IDLO Employee Regulations and Rules. Relocation and installation support are also available for internationally recruited employees.
