Overview & Responsibilities

ORGANIZATIONAL CONTEXT

The Programmes Department is the central management and coordination function for programme development, programme delivery, and capacity development at IDLO. It is responsible for the implementation of IDLO’s global programmes portfolio for field and non-field locations in line with organizational strategy.

 

Under the direct supervision of the Country Manager, the Programme Coordinator supports the implementation of programmes at the country level and, in particular, a project on strengthening capacity for sustainable and inclusive economic development.. The Programme Coordinator is responsible for overall programme cycle support, including formulation, implementation, and financial and quality compliance. The Programme Coordinator interacts with internal as well as external functions.

 

Summary of Functions

  1. Support day-to-day programme implementation and ensure that all programme phases are consistent with the design and delivery schedule and in accordance with IDLO processes and procedures.
  2. Monitor programme activities to ensure compliance with contracts and procedures, and that programme cycle quality controls are in place.
  3. Contribute to programme development.

Key results expected

  1. Support day-to-day programme implementation, including work planning, budget management, monitoring, and reporting, and ensure that all programme phases are consistent with the design and delivery schedule and in accordance with IDLO processes and procedures.
  • Support the development of implementation plans by means of standardized programme cycle management tools, logic models and frameworks, work plans, and others;
  • Monitor daily programme implementation, including revisions to programme design and work plans; make recommendations for timely and optimal course corrections;
  • Draft, collate, and provide input for the finalization of internal and external reports; coordinate the approval and submission of programme reports; ensuring these highlight the value and impact the programme/activity brings; 
  • Collaborate and communicate regularly with the Finance Unit to build accurate financial forecasts, including reviewing financial reports and identifying in advance areas of over-or under-spending, and flagging any urgent budgetary issues to the supervisor/budget holder;
  • In conjunction with HR, support in the timely identification and screening of programme consultants/contractors and processing of contracts.
  1. Monitor programme activities to ensure compliance with contracts and procedures, and that programme cycle quality controls are in place.
  • Ensure internal procedures and guidelines are observed, recommending corrective action and consulting to the appropriate department any potential compliance issues; monitor compliance with programme contracts and subcontracts;
  • Ensure programme deliverables meet quality standards and proactively seek input from relevant substantive internal experts;
  • Conduct research on legal, political, social, and economic events, trends, and/or developments relating to the programme.
  1. Contribute to programme development.
  • Generate ideas and develop concept notes/proposals for projects and programme activities that are aligned with regional/country programme priorities;
  • Collaborate with other members of the team and local partners, ensuring that perspectives and expectations are shared in the design of the project and gathering support for its implementation. 

Job Requirements

Academic qualifications

  • Graduate university degree in international development, law, public administration, business administration, public policy, or other relevant social sciences.

Work experience

  • At least five years of relevant professional experience is required, ideally within an international organization;
  • Technical experience supporting the design and/or implementation of inclusive economic development programmes—for example, initiatives related to investment law, commercial justice, enabling business environments, or economic reforms—is required. Experience working on International Investment Agreements (IIAs), such as Bilateral Investment Treaties (BITs), investment law frameworks, or related policy/regulatory processes, is highly desirable. Work experience on gender issues is desirable;
  • A good understanding of the Tunisian political and cultural dynamics is required.

Languages

  • Fluency in Arabic and English is required. Working knowledge of French is required.

Knowledge, Skills, and Abilities

  • Familiarity with the standard programme and data management methodologies, tools, and processes, as well as results-based management and monitoring and evaluation principles.
  • Excellent written and verbal communication skills.
  • Good knowledge of Microsoft Word, Excel, and PowerPoint. Proficient use of other ICT software and internet software. 
  • Works well with others and actively participates. Shares information contributes, encourages, and motivates others to become involved in team activities. Provides constructive feedback and willingly helps others. Contributes to a fair environment that fosters collaboration and cooperation.  Works effectively across and within IDLO organizational boundaries.

Terms & Conditions

 

For this locally recruited position, IDLO shall offer the selected candidate an Affiliate contract of 12 months, with the possibility of extension subject to performance and funding availability.

 

In addition, IDLO shall offer a yearly basic salary of USD 23,064, medical insurance, and leave entitlements, including in accordance with IDLO Employee Regulations and Rules.

 

This local position is open to candidates who are nationals of the duty station or with permanent resident status or other legal authorization permitting them to work in the duty station. An employee subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international employees.
