Overview & Responsibilities

The Department of Programmes is the central management and coordinating function for Programme delivery and capacity development.  It is responsible for the implementation of IDLO’s global Programme portfolio for field and non-field locations in line with organizational strategy.

Through its Jordan Country Office, IDLO has been supporting Jordan’s efforts to strengthen the rule of law, advance justice sector reform, and expand access to justice. In close partnership with national institutions, IDLO works to enhance judicial performance, promote legal certainty, and foster economic resilience through improved insolvency frameworks and commercial justice. Guided by IDLO’s Strategic Plan 2025–2028, the Organization’s programming in Jordan is closely aligned with national strategies and priorities, with a strong focus on gender equality, inclusion, and sustainable development.

Under the direct supervision of the Programme Lead, the Programme Coordinator supports the implementation of programmes at the country level and within IDLO’s Offices, including but not limited those in Jordan and Palestine - (hereinafter the “field”). The Programme Coordinator is responsible for overall programme cycle support, including formulation, implementation, financial and quality compliance. The Programme Coordinator interacts with internal functions as well as external stakeholders and programme beneficiaries.

 

Summary of functions: 

  • Support day-to-day programmatic/project implementation, ensuring consistency with project design and IDLO processes and procedures.
  • Monitor programmatic/project activities to ensure compliance with contracts and IDLO quality controls.
  • Support programme development and programme representation among local and international partners. 

 Key results expected:

 

1) Support day-to-day programme implementation, including work planning, budget management, monitoring, and reporting, and ensure that all programme phases are consistent with the design and delivery schedule and in accordance with IDLO processes and procedures

  • Manage the coordination of work and information at the Jordan Country Office, among programmes in the field, and at the IDLO Headquarters
  • Support development of implementation plans by means of standardized programme cycle management tools, logic models and results frameworks, work plans, and others
  • Draft, collate and provide input for the finalization of internal and external reports; coordinate the approval and submission of programme reports; ensuring these highlight the value and impact the programme/activity brings
  • Collaborate and communicate regularly with the Finance Unit to build accurate financial forecasts, including reviewing financial reports and identifying in advance areas of over- or under-spending, and flagging any urgent budgetary issues to the supervisor/budget holder
  • In conjunction with Human Resources, and in close coordination with the teams in the field, support in the timely identification and screening of programme consultants/contractors and processing of contracts

2) Monitor Programme activities to ensure compliance with contracts and procedures and that Programme cycle quality controls are in place

  • Ensure internal procedures and guidelines are observed, recommending corrective action and consulting to the appropriate department any potential compliance issues; monitor compliance with programme contracts and subcontracts
  • Ensure Programme deliverables meet quality standards and proactively seek input from relevant substantive internal experts
  • Conduct research on legal, political, social, and economic events, trends, and/or developments relating to the programme; respond to internal and external requests for such research
  • Under the leadership of the Evaluation Unit, support the evaluation of programmes

3) Programme Development and Programme Representation

  • Represent IDLO in programme events, and under the guidance of the supervisor, build relationships and liaise with donors, UN agencies, government institutions, civil society organizations and other stakeholders in the rule of law field
  • Generate ideas and develop concept notes/proposals for projects and programme activities that are aligned with regional/country programme priorities
  • In coordination with the supervisor and the Programme Development and Monitoring Team at the IDLO Headquarters, periodically develop proposals or concept notes, aimed at innovatively expanding IDLO’s programme portfolio in the field
  • Collaborate with other members of the team in the field and local partners, ensuring that perspectives and expectations are shared in the design of the project or programme activities, and gathering support in their implementation.
  • Perform any other relevant duties as requested by the supervisor

Job Requirements

Education and Work experience

  • Graduate degree, Masters or equivalent, in Law, International Relations, Development Studies or any other related field is required.
  • Minimum of  5 (five) years of relevant professional experience ideally with an international organization; previous experience in a similar role is desirable;
  • Professional experience in rule of law programming would be a considerable asset.

Languages

  • Fluent oral and writing skills in English and Arabic are required.

Specific knowledge, skills and competencies

  • A solid understanding of the Jordanian local context is required. 
  • Familiarity with standard programme and data management methodologies, tools, and processes as well as results-based management and monitoring and evaluation principles.
  • Excellent written and verbal communication skills.
  • Good knowledge of Microsoft Word, Excel and PowerPoint. Proficient use of other ICT software and internet software.
  • Works well with others and actively participates. Shares information, contributes, encourages and motivates others to become involved in team activities.
  • Resilient, able to work under pressure with tight deadlines, flexible and an entrepreneurial spirit.
  • Ability and willingness to travel to the field, when necessary.
  • Keen sense of ethics, integrity, and commitment to IDLO’s mandate.

Terms & Conditions

For this locally recruited position, IDLO shall offer the selected candidate a local affiliate contract initially for 12 months, with the possibility of extension, subject to performance and availability of funding.

In addition, IDLO shall offer a yearly basic salary of  USD 40,296 , medical insurance, and leave entitlements, including in accordance with IDLO Employee Regulations and Rules.

 

This local position is open to candidates who are nationals of the duty station or with permanent resident status or other legal authorization permitting them to work in the duty station. An employee subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international employees
