Overview & Responsibilities

Through its Jordan Country Office, IDLO maintains robust procurement and administrative systems that ensure the efficient and compliant implementation of its activities. These systems play a key role in facilitating the timely acquisition of goods and services in line with IDLO’s policies, procedures, and donor requirements. In doing so, they promote value for money, transparency, and accountability throughout the procurement cycle, thereby enhancing overall operational effectiveness at the field level.

Under the supervision of the Programme Lead, the Procurement Associate will work in close coordination with the operations and programme teams in the IDLO Offices, including but not limited to Jordan and Palestine - (hereinafter the “field”), as well as other relevant programme teams. The position will operate under the direct supervision of the Global Procurement Lead within the DFSS at IDLO Headquarters.

 

Summary of Functions:

  • Provide procurement support and ensure process integrity.
  • Support procurement processes, update procurement plans, and undertake small procurement activities under the supervision of the Programme Lead and the Global Procurement Lead.
  • Assist with market research for the goods and services to be procured and produce market research reports and cost estimations for the goods and services to be procured.
  • Prepare Purchase Orders (POs) for contracting services and vendors and maintain a filing system.
  • Monitor POs and contracts, including taking follow up actions and monitoring deadlines for timely delivery of goods and services.
  • Maintain relevant internal databases and files, keep track of contractual agreements, and inform respective contract management officials and obligations.
  • Develop and update the rosters of suppliers and implement supplier selection and evaluation.
  • Collect and maintain vendor information, ensuring accurate registration in the Enterprise Resource Planning (ERP) system and supporting vendor management processes.
  • Ensure management of stock of office supplies, including sourcing of vendors, purchasing of supplies as required, controlling receipt, storage, and issuance of supplies, and periodically updating stock cards.
  • Support the Programme Lead and the programme team in procurement-related induction and technical support of sub-grantee partners.
  • Assist the Global Procurement and the Programme Lead in staff induction and training on IDLO procurement guidelines and processes.
  • Perform any other similar duties as required by the supervisor.

Job Requirements

Academic qualifications

  • University Degree in Business, Public Administration or related field. Specialized training in procurement is an asset.
  • Professional qualification, such as CIPS Level 2, is desirable.

Languages

  • Excellent spoken and written knowledge of English and Arabic is required. 

Specific knowledge, skills and competencies

  • At least three (3) years of procurement, contract management support, and contract administration experience in public or international organizations.
  • Sound understanding of procurement principles and practices.
  • Good analytical skills and ability to conduct independent research, identifying issues, propose practical solutions.
  • Strong written and verbal communication skills in English and Arabic, with the ability to communicate effectively with stakeholders at all levels, both internally and externally.
  • Ability to engage with stakeholders through collaborations and coordinating the procurement procedures.
  • Demonstrated ability to work both independently and collaboratively within a team environment.
  • Proven ability to analyse potential risks, promote awareness of risk management practices, and support accountability within the team.
  • Contributes to knowledge sharing knowledge within the CO and across the organisation, fostering a culture of learning and collaboration.
  • Good interpersonal skills and ability to work well with people in a multi-cultural environment.
  • Ability and willingness to travel to field locations, if necessary.
  • Demonstrated commitment to ethical and responsible conduct.

Terms & Conditions

For this locally recruited position, IDLO shall offer the selected candidate an Affiliate contract of 12 months, with the possibility of extension subject to performance and funding availability.

 

In addition, IDLO shall offer a yearly basic salary of USD 22,656 ,medical insurance, and leave entitlements, including in accordance with IDLO Employee Regulations and Rules.

 

This local position is open to candidates who are nationals of the duty station or with permanent resident status or other legal authorization permitting them to work in the duty station. An employee subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international employees.
