Overview & Responsibilities

The International Development Law Organization (IDLO) serves as the Technical Lead for the third iteration of the European Union’s Governance in Justice Programme (EU-GOJUST) implemented in the Philippines. EU-GOJUST seeks to improve access to justice for all Filipinos and contribute to Philippine socio-economic development through a more effective, inclusive, and accountable justice system. These efforts are pursued by supporting the priorities of Philippine justice institutions such as the Department of Local and Interior Governance (DILG), the Department of Justice (DOJ), the Supreme Court, and justice-sector civil society organizations and law schools.  

 

Following the pilot implementation of the High-Performance Courts (HPC) initiative of the Supreme Court and the assessment of the Performance Development Framework, the development of a user guide or toolkit will be done to provide clear guidance for the second pilot of the HPC initiative in additional first- and second-level courts, ensuring a common understanding and consistent application of standards, processes, and indicators. 

 

In line with this, IDLO is seeking a Court Performance Management Expert to undertake the following tasks: 

  • Submit an Inception Report, which includes a review of HPC foundational documents and tools, and a rapid scoping of comparable court performance measurements from other jurisdictions. 
  • Develop the HPC Reference Guide or Toolkit, providing clear, practical, and standardized guidance for the rollout to additional first- and second-level courts. 

 

Throughout the implementation, the Court Performance Management Expert is expected to integrate the EU-GOJUST's Gender Equality and Social Inclusion (GESI) Framework, ensuring that the final output reflects inclusive and equitable justice outcomes. 

 

Job Requirements

Education 

  • Advanced University Degree (Master’s equivalent) in Law, Public Administration, Judicial Management, Organizational Management, or other relevant fields. 
  • A bachelor’s degree in any of the above fields with ten additional years of relevant experience may be accepted in lieu of the master’s degree. 

 

Experience 

  • A minimum of seven years of professional experience in court performance management, judicial reform, justice sector administration, or other related fields. 
  • Demonstrated experience in designing, implementing, or evaluating court performance frameworks, including strengthening efficiency and access to justice and developing judicial workflow or productivity tools. 
  • Proven experience and strong understanding of court performance standards, judicial efficiency models, caseflow and docket management, access‑to‑justice principles, and results‑based management frameworks. 
  • Experience in conducting manuals, toolkits, reference guides, or operational frameworks for justice institutions. research and /or assessments with the Philippine Judiciary is highly desirable. 
  • Experience or familiarity with the justice sector’s operations and administration is preferred. 
  • Experience in or exposure to GESI initiatives is an advantage.  

 

Languages  

  • Fluency in written and spoken English is required.

Terms & Conditions

This consultancy is offered on a deliverables-based contract, with payment disbursed upon satisfactory completion and approval of each milestone as outlined in the Terms of Reference. The total estimated level of effort for this assignment is 15 working days. The selected consultant is expected to commence work as soon as possible following contract signing.
