EU-GOJUST Programme

 

The European Union’s Governance in Justice (EU-GOJUST) programme is focused on improving access to justice for all Filipinos and contributing to Philippine socio-economic development through a more effective, inclusive, and accountable justice system. These efforts are pursued by supporting the priorities of Philippine justice institutions such as the Department of the Interior and Local Government (DILG), the Department of Justice (DOJ), the Supreme Court, and justice-sector civil society organizations and law schools.

 

DILG’s Data Collection System on KP Performance

 

The DILG monitors local government unit (LGU) performance through key performance indicators (KPIs) related to public service delivery, governance, and compliance. In addition, the Lupong Tagapamayapa Incentive Awards (LTIA) Program collects indicators to be able to honor outstanding Katarungang Pambarangay (KP) for effectively resolving community disputes. However, DILG’s current data collection system for LGUs faces challenges in data accuracy, real-time reporting, and integration that hinder effective management action.  

 

Systems Analysis Consultancy

 

Serving as the Technical Lead for the EU-GOJUST Programme, IDLO seeks to engage a Systems Analyst to conduct a comprehensive assessment of the current data collection and management system on KP performance and recommend specific enhancements. The specific objectives of this assignment are:

  • Conduct a needs assessment to identify gaps in the current KP data collection system.
  • Design and recommend an enhanced, technology-driven system for more efficient and secure data capture, analysis, and reporting.
  • Ensure the system supports the DILG management’s data-driven decision-making on performance interventions such as the LTIA and other management information requirements.

Job Requirements

Education and Professional Experience

  • University degree in computer science, software engineering, mathematics, or information systems. A university degree may be substituted by ten years of relevant experience.
  • Advanced degree in computer science, software engineering, or computer and IT architecture preferred.
  • Minimum of five years of relevant professional experience in information technology, including IT architecture, infrastructure, cloud development, software architecture design, business analysis, or related areas.
  • Experience in systems analysis, preferably in public sector data management or monitoring systems.

 

Languages

  • Outstanding written and verbal skills in English.

 

Specific knowledge, skills and competencies

  • Previous work on software architecture and collaboration frameworks for institutions with multiple and diverse locations.
  • Previous experience in third-party software review and enterprise solutions for large and diverse organizations.
  • Knowledge of Python and JavaScript platform development preferred.
  • Strong knowledge in database technologies, SQL, ORM, and other relevant technologies.
  • Experience in formulating and implementing change management strategies.
  • Previous experience in the Philippine justice sector preferred.
  • Prior experience working with EU-funded or IDLO projects is an advantage.

Terms & Conditions

This consultancy is offered on a deliverables-based contract, with payment disbursed upon satisfactory completion and approval of each milestone as outlined in the Terms of Reference. The total estimated level of effort for this assignment is 40 working days. The selected consultant is expected to commence work as soon as possible following contract signing. The consultant is also expected to work closely with the Legal Expert doing the framework study on KP for the context.
