Overview & Responsibilities

The International Development Law Organization (IDLO) serves as the Technical Lead for the third iteration of the European Union’s Governance in Justice Programme (EU-GOJUST) implemented in the Philippines. EU-GOJUST seeks to improve access to justice for all Filipinos and contribute to Philippine socio-economic development through a more effective, inclusive, and accountable justice system. These efforts are pursued by supporting the priorities of Philippine justice institutions such as the Department of the Interior and Local Government (DILG), the Department of Justice (DOJ), the Supreme Court, and justice-sector civil society organizations and law schools. 

The Consultant will support the consolidation and manualization of the WIPE-OUT OSAEC Basic and Advanced Courses. This includes the development of a comprehensive Trainers’ Manual and implementation note to support its roll-out. 

Specifically, the Consultant will: 

  • Consolidate and refine training modules and materials 
  • Review and update WIPE Out OSAEC Basic and Advanced training materials  
  • Interview trainers and past trainees and integrate their lessons learned 
  • Develop the Trainers’ Manual 
  • Prepare a Trainer’s Guide 
  • Develop standardized slide decks and suggested visual aids  
  • Design training objectives, learning activities, case studies, and assessment tools (pre/post-tests, evaluation forms)  
  • Create quality assurance checklists for trainers and host institutions  
  • Prepare implementation guidance note 
  • Develop aimplementation note outlining minimum standards for roll-out, including but not limited to trainers competencies, target participants and prerequisites, recommended class size, duration, and modality (in-person, online, blended), basic monitoring and evaluation requirements, etc.  
  • Finalize outputs  
  • Incorporate feedback and ensure outputs are user-friendly, gender-responsive, child-sensitive, and trauma-informed  

Job Requirements

Education and Professional Experience 

 

  • Master’s degree in law, public administration, education, development, or other relevant field or 10 years of relevant professional experience 
  • Minimum of 10 years of professional experience in child protection, OSAEC-CSAEM response, or other relevant justice sector work.  
  • At least 5 years of professional experience in training design, curriculum development, or capacity-building. 
  • Strong understanding of adult learning methodologies, gender and social inclusion, and trauma-informed and survivor-centered approaches. 
  • Experience working with justice sector institutions or government agencies is an advantage. 
  • Excellent writing, facilitation, and communication skills. 

 

Languages 

 

  • Outstanding written and verbal communication skills in English and Filipino are required. 

 

Specific knowledge, skills and competencies 

 

  • Strong facilitation and adult learning skills. 
  • Demonstrated ability to design interactive and practical training programs for justice actors. 
  • Excellent analytical and report writing skills. 

Terms & Conditions

This consultancy is offered on a deliverables-based contract, with payment disbursed upon satisfactory completion and approval of each milestone as outlined in the Terms of Reference. 

 

The selected consultant is expected to commence work as soon as possible following contract signing. The consultancy will be mostly home based but include an in-person workshop.
