Overview & Responsibilities

The International Development Law Organization (IDLO) serves as the Technical Lead for the third iteration of the European Union’s Governance in Justice Programme (EU-GOJUST) implemented in the Philippines. EU-GOJUST seeks to improve access to justice for all Filipinos and contribute to Philippine socio-economic development through a more effective, inclusive, and accountable justice system. These efforts are pursued by supporting the priorities of Philippine justice institutions such as the Department of the Interior and Local Government (DILG), the Department of Justice (DOJ), the Supreme Court, and justice-sector civil society organizations and law schools. 

The project seeks to engage a consultant to lead the development of a One-Stop-Shop (OSS) Manual of Operations to support the implementation of a coordinated, multidisciplinary response to cases of Online Sexual Abuse and Exploitation of Children (OSAEC) and Child Sexual Abuse and Exploitation Materials (CSAEM). 

 

The assignment will support the operationalization of Republic Act No. 11930 by establishing standardized procedures, coordination mechanisms, and service delivery protocols across relevant government agencies. 

 

The consultant will work closely with the NCC-OSAEC-CSAEM Technical Working Group and key stakeholders to ensure a consultative and evidence-based development process. 

The consultant will perform the following responsibilities: 

 

  • Conduct a review of relevant legal and policy frameworks, including RA 11930, its IRR, and related protocols on child protection, trafficking, and cybercrime, and other existing manuals of DSWD and IACAT 
  • Undertake institutional and process mapping of agencies involved in OSAEC and CSAEM response, identifying roles, coordination mechanisms, and operational gaps. 
  • Develop the One-Stop-Shop Manual of Operations, including governance structure, inter-agency coordination protocols, and standard operating procedures for victim identification, case management, investigation, prosecution support, and recovery services, among others. 
  • Develop tools and templates. 
  • Facilitate stakeholder consultations and technical working group meetings to validate findings and draft outputs. 
  • Revise and finalize the manual based on stakeholder inputs. 
  • Prepare a final consultancy report summarizing the development process, key findings, and recommendations for implementation and replication. 

Job Requirements

Education and Professional Experience 

 

  • A Master’s degree in Law, Social Work, Public Administration, Criminology, Psychology, Development Studies, and/or other relevant disciplines or experience in the field for 20 years 
  • At least 7 years of relevant professional experience in child protection, criminal justice, victim assistance, or related fields. 
  • Demonstrated experience in developing manuals, standard operating procedures, or policy guidelines for government agencies. 
  • Demonstrated experience working with multiagency or interdisciplinary frameworks. 
  • Experience working with government agencies involved in law enforcement, social welfare, or justice systems. 
  • Proven familiarity with R.A. No. 11930, its IRR, and related issuances. 

 

Languages 

 

  • Outstanding written and verbal communication skills in English and Filipino are required. 

 

Specific knowledge, skills and competencies 

 

  • Strong knowledge of child protection and justice sector frameworks. 
  • Expertise in systems mapping, process design, and institutional coordination. 
  • Excellent research, analytical, and report-writing skills. 
  • Strong facilitation and stakeholder engagement skills. 

Terms & Conditions

This consultancy is offered on a deliverables-based contract, with payment disbursed upon satisfactory completion and approval of each milestone as outlined in the Terms of Reference. The estimated level of effort for this assignment is approximately 30 working days The selected consultant is expected to commence work as soon as possible following contract signing. The consultancy will be mostly home based but includes travel for in-person field engagements.
