Overview & Responsibilities

The International Development Law Organization (IDLO) serves as the Technical Lead for the third iteration of the European Union’s Governance in Justice Programme (EU-GOJUST) implemented in the Philippines. EU-GOJUST seeks to improve access to justice for all Filipinos and contribute to Philippine socio-economic development through a more effective, inclusive, and accountable justice system. These efforts are pursued by supporting the priorities of Philippine justice institutions such as the Department of the Interior and Local Government (DILG), the Department of Justice (DOJ), the Supreme Court, and justice-sector civil society organizations and law schools. 

The project seeks to engage a consultant to support the roll-out of the Strategic Plan of the National Coordination Center against Online Sexual Abuse and Exploitation of Children and Child Sexual Abuse and Exploitation Materials (NCC-OSAEC-CSAEM). The assignment aims to facilitate the effective dissemination, operationalization, and institutional uptake of the Strategic Plan among relevant stakeholders. 

The consultant will design and implement a structured roll-out process to ensure that key agencies and stakeholders understand the strategic priorities, roles, and implementation pathways under the Strategic Plan. 

 

The consultant will perform the following responsibilities: 

 

  • Develop a comprehensive roll-out strategy and implementation plan for the NCC-OSAEC-CSAEM Strategic Plan, including objectives, timeline, and engagement approaches. 
  • Design the program and methodology for the roll-out activities, including presentations, facilitation guides, and supporting materials. 
  • Conduct roll-out workshops in six identified locations to present the Strategic Plan, facilitate stakeholder discussions, and support alignment of roles and responsibilities. 
  • Facilitate interactive sessions that promote understanding of the strategic priorities, coordination mechanisms, and implementation pathways of the Strategic Plan. 
  • Prepare a post-roll-out report summarizing the activities conducted, key insights from stakeholder discussions, and recommendations to support effective implementation of the Strategic Plan. 

Job Requirements

Education and Professional Experience 

 

  • Master’s degree in law, public administration, public policy, international development, or other relevant social science field. At least 8 years of relevant experience may be considered equivalent. 
  • Minimum of 8 years of professional experience in governance, justice sector reform, child protection, or program implementation. 
  • Demonstrated experience in strategic planning, program roll-out, or institutional capacity-building initiatives. 
  • Experience working with government agencies, multi-agency coordination mechanisms, or justice sector institutions is highly desirable. 
  • Experience with issues related to online sexual abuse and exploitation of children (OSAEC) or child protection frameworks. 

 

Languages 

 

  • Outstanding written and verbal communication skills in English and Filipino are required. 

 

Specific knowledge, skills and competencies 

 

  • Strong facilitation and stakeholder engagement skills. 
  • Ability to translate strategic plans into practical implementation approaches. 
  • Excellent analytical and report-writing skills. 
  • Experience facilitating multi-stakeholder workshops and consultations. 
  • Ability to synthesize feedback from consultations into actionable recommendations. 

Terms & Conditions

This consultancy is offered on a deliverables-based contract, with payment disbursed upon satisfactory completion and approval of each milestone as outlined in the Terms of Reference. The estimated level of effort for this assignment is approximately 40 working days. The selected consultant is expected to commence work as soon as possible following contract signing 

 

The consultancy will be mostly home based but includes travel for in-person roll-out events.
