Overview & Responsibilities

The International Development Law Organization (IDLO) serves as the Technical Lead for the third iteration of the European Union’s Governance in Justice Programme (EU-GOJUST) implemented in the Philippines. EU-GOJUST seeks to improve access to justice for all Filipinos and contribute to Philippine socio-economic development through a more effective, inclusive, and accountable justice system. These efforts are pursued by supporting the priorities of Philippine justice institutions such as the Department of the Interior and Local Government (DILG), the Department of Justice (DOJ), the Supreme Court, and justice-sector civil society organizations and law schools. 

The project seeks to engage a consultant to develop a comprehensive Advocacy and Communications Plan for the National Coordination Center against Online Sexual Abuse and Exploitation of Children (NCC-OSAEC-CSAEM). The assignment will support the implementation of Republic Act No. 11930 by strengthening awareness, prevention, and coordinated messaging on OSAEC and CSAEM. 

The consultant will work closely with the NCC-OSAEC-CSAEM Technical Working Group (TWG) to develop an evidence-based, gender-responsive, and child-centered communications strategy aligned with the Strategic Plan (2025–2028). 

The consultant will perform the following responsibilities: 

  • Review relevant laws, policies, and existing Information, Education, and Communication (IEC) materials to assess current advocacy efforts.   
  • Conduct stakeholder consultations with government agencies, civil society, private sector, and, where appropriate, children and survivor-advocates.   
  • Develop a comprehensive Advocacy and Communications Plan, including messaging pillars, social and behavior change strategies, implementation plan, and monitoring framework. Gender Equality and Social Inclusion (GESI) and victim-centered approaches shall be integrated into all aspects of the plan.   
  • Facilitate validation workshops and incorporate feedback from stakeholders and the TWG.   
  • Finalize the plan and develop accompanying tools, templates, and guidance notes for implementation.   
  • Prepare a final report summarizing the process, key findings, and recommendations.   

Job Requirements

Education and Professional Experience 

 

  • A degree in Communication Studies, Public Relations, Development Communication, Social Work, Public Policy, Internal Relations and/or other relevant disciplines. 
  • At least 5 years of experience in advocacy, strategic communications, or social and behavior change communication. 
  • Background in child protection, gender, online safety, or related thematic areas. 
  • Preference will be given to applicants who are familiar with OSAEC AND CSAEM related programs and projects and are knowledgeable on Anti-OSAEC and CSAEM Laws. 
  • Proven experience developing communication strategies or advocacy frameworks for government or development organizations. 
  • Experience working with multi-stakeholder processes and conducting consultations, including with vulnerable groups. 
  • Background in child protection, gender, or online safety is an advantage. 

 

Languages 

 

  • Outstanding written and verbal communication skills in English and Filipino are required. 

 

Specific knowledge, skills and competencies 

 

  • Knowledgeable on key principles applicable to OSAEC and CSAEM such as do no harm, gender equality and social inclusion, and victim-centered approach that will be relevant in the development of the communications plan. 
  • Excellent interpersonal skills; ability to work constructively with stakeholders from the government agencies. 
  • Strong analytical, writing, and facilitation skills. 
  • Ability to translate complex policy issues into clear and accessible messaging. 
  •  Experience in both traditional and digital media for advocacy. 
     

Terms & Conditions

This consultancy is offered on a deliverables-based contract, with payment disbursed upon satisfactory completion and approval of each milestone as outlined in the Terms of Reference. 

 

Deadline of Application:  30 April 2026

 

The selected consultant is expected to commence work as soon as possible following contract signing. The consultancy will be mostly home based but include in-person field engagements.
