Overview & Responsibilities

The International Development Law Organization (IDLO) enables governments, empowers people, and strengthens institutions to realize justice and promote peace and sustainable development. IDLO is the only global intergovernmental organization exclusively devoted to promoting the rule of law and access to justice.

 

At a time of growing global instability, marked by intensified conflict, corruption, climate-induced shocks, displacement, and economic uncertainty, IDLO is advancing policy advocacy to demonstrate the practical value of the rule of law in addressing complex and interconnected global challenges.

 

Within this framework, IDLO is launching an online campaign (May–November 2026) as part of its advocacy initiative on “Promoting the Rule of Law as a Driver of Peace and Sustainable Development”. The campaign aims to strengthen political and financial support for the rule of law by showcasing evidence, compelling narratives, and practical experiences across thematic areas such as access to justice, public integrity, justice for women and girls, climate governance, inclusive economic growth, and health equality, culminating in a high-level policy dialogue that will generate actionable insights for policymakers.

 

The Assignment

 

The Communications Consultant will support the design, development, and implementation of the online campaign, working under the supervision of the Director, Office of the Director General and in close coordination with the Strategy and Policy Planning Unit (SPPU) of the Office of the Director-General and the Department of External Relations and Partnerships (EXP).

 

The role will focus on translating complex policy messages into compelling, accessible, and evidence-based content that demonstrates how rule-of-law approaches contribute to peace, development, and resilience. The consultant will be responsible for designing and implementing a coherent narrative and content pipeline for the campaign, amplifying voices from different regions, and showcasing practical experiences and impact stories.

 

Key Responsibilities           

In particualr, the consultant will be assigned to undertake the following:

 

1) Campaign Design

  • Lead the development of the overall campaign strategy, including a detailed campaign workplan with clear timelines, content pipeline, key deliverables, milestones, and performance indicators for the period May–November 2026. 
  • Develop a cohesive campaign narrative and messaging framework that aligns with IDLO’s policy positioning, and the objectives outlined in the campaign concept note.
  • Translate the campaign concept note into a structured editorial calendar organized around the six thematic pillars: access to justice; anti-corruption and public integrity; justice for women and girls; environmental governance; inclusive economic growth; and health equality.
  • Identify strategic opportunities to link campaign content to global policy debates, international days, and multilateral processes.
  • Tailor campaign messaging and positioning for key policy audiences, including governments, development partners, and multilateral stakeholders, while ensuring strong policy coherence and evidence-based framing in close coordination with the Strategy and Policy Planning Unit (SPPU).

2) Campaign Development

  • Produce, edit, and quality-assure campaign content, including human-interest impact stories, social media messaging packages, visual assets, and other supporting materials.
  • Translate complex technical, programmatic, and research materials from IDLO’s HQ and field operations into clear, compelling, accessible, and audience-friendly narratives.
  • Liaise with HQ teams and country offices to identify, develop, and refine evidence-based content that demonstrates the practical impact of rule-of-law approaches.
  • Ensure all content maintains editorial consistency, high quality standards, and adherence to IDLO’s institutional voice, branding guidelines, and visual identity.

3) Campaign Implementation

  • Coordinate the timely dissemination and promotion of campaign content across IDLO’s digital platforms (website, social media, newsletters) and through partner networks, in close collaboration with the Communications team and SPPU.
  • Support audience engagement strategies to maximize reach, including targeted amplification through stakeholder outreach, partner sharing, and cross-promotion opportunities.
  • Ensure strategic coherence and narrative consistency across all campaign outputs and communication channels.
  • Facilitate alignment between the online campaign and the high-level policy dialogue and supporting event preparation.
  • Monitor campaign performance against agreed objectives and indicators; provide regular progress updates; and contribute to a final synthesis report that captures key results, lessons learned, and actionable recommendations.

Job Requirements

Qualifications and Competencies 

  • Master's degree in Journalism, Communications or Public Relations. Candidates with bachelor’s degree may also apply but will be required to have two additional years of experience in lieu of a master’s degree). 
  • Minimum 7 years of experience in communications, in publishing or public information, preferably at an international organization or international non-governmental organization for those with a master’s degree.
  • Demonstrated experience in developing and implementing digital campaigns or strategic content initiatives.
  • Excellent writing and editing skills with a proven track record in producing high-quality content. 
  • Strong ability to translate complex policy issues into clear, compelling narratives. 
  • Aptitude for storytelling and developing human-interest or feature content. 
  • Experience working on issues related to rule of law, governance, justice, or sustainable development is highly desirable.
  • Experience working with international organizations or multilateral contexts is desirable.
  • Excellent proficiency of spoken and written English is required.
  • Knowledge of additional languages is an advantage.
  • Strong skills working in diverse / multicultural teams.   
  • Team-oriented; problem-solver; relationship-builder; and robust inter-personal skills.

Terms & Conditions

This is a part-time consultancy assignment. While the selected candidate will work from her/his current /remote location, the consultant may be required to undertake official travel to IDLO HQ or other Offices, as determined by the Contracting Manager/Unit.

 

The consultant will be engaged under a Single Engagement Agreement (SEA) Contract for a total duration of approximately seven (7) months, effective from May 2026 to 30 November 2026. During this period, the actual level of engagement is estimated at 60 working days, to be utilized on an 'as-needed' basis as determined by the Contracting Manager/Unit. The exact scheduling of working days will be agreed in advance with the hiring unit, based on operational requirements.

 

The Consultant shall be remunerated at a fixed all-inclusive daily fee of EURO €350. Payment will be processed on a monthly basis upon submission of a timesheet, certifying the actual number of days worked and the satisfactory completion of associated tasks during that calendar month. All payments are subject to the approval of the Contracting Manager, in accordance with the terms of the SEA Contract. The total contract value shall not exceed the equivalent of 60 working days unless mutually agreed and a formal contract amendment is issued.
