Overview & Responsibilities

The International Development Law Organization (IDLO) is seeking a qualified consultant to develop a standardized Training Curriculum, Manual, Facilitator's Guide, and Procedure Manual for the Uganda Police Force (UPF) Criminal Investigations Directorate (CID). Building on IDLO's previous institutional support standardizing training for the Child and Family Protection (2024) and Forensics (2025) directorates, this assignment aims to complete the justice chain by standardizing investigative standards across all UPF training schools. The selected consultant will equip investigators, supervisors, and trainers with the skills to conduct objective, evidence-led investigations that map legal provisions, protect the innocent, and seamlessly integrate forensic and victim-centered methodologies to strengthen prosecution outcomes for survivors of Sexual and Gender-Based Violence (SGBV).

 

SCOPE OF ASSIGNMENT

Under the supervision of UPF and in coordination with IDLO, the consultant will be responsible for undertaking the following specific tasks:

  • Conduct a desk study including a literature review on existing materials on criminal investigations, collect data, and generate relevant information for the development of resource materials or tools.
  • Identify the key individuals and institutions to participate in consultations to develop resource materials or tools.
  • Analyze the data and content collected from the field in accordance with the legal framework and develop a standardized Criminal Investigations manual and trainer`s guide to assist in training the Uganda Police Force and other justice system actors.
  • Develop a comprehensive, standardized Criminal Investigations Training Curriculum, Manual, Trainer`s Guide, and Standard Operating Procedures to build the capacity of the Uganda Police Force and other actors in the justice system.

Job Requirements

 

Education and Work Experience

  • A bachelor’s degree in Criminal Justice, Policing, Law, Human Rights, Gender, International Relations, or a related field.
  • A Master’s degree in a related field will be an added advantage.
  • At least a minimum of 8 years of relevant professional experience in developing facilitator’s guides and training manuals.
  • Experience working with the Ugandan justice system would be an asset.
  • Experience training members of the justice system, particularly police officers, would be an asset.

Languages

  •  Outstanding written and verbal skills in English.

Terms & Conditions

The assignment duration is 5 months, with an expected start date of 1 July 2026.
