Overview & Responsibilities

The Finance Team within the Department of Finance and Support Services (DFSS) is responsible for the corporate, project, and financial services contributing to the business and operating foundation to successfully deliver IDLO’s strategic plan. It manages the overall financial resources essential for fully implementing IDLO’s programming and corporate activities by providing a range of services and solutions for organizational planning, budgeting, treasury, payments, payroll, financial accounting, and reporting. It furthermore maintains all accounts for IDLO by monitoring.

 

The Finance Assistant reports directly to the Finance and Admin Manager in Tunisia. S/he will support financial management in the country office.

 

Under the supervision of the Finance and Administration Manager, the Finance and Admin Assistant provides accurate, high-quality finance and administrative support in close coordination with the Tunisia-based Programmes team.

 

Summary of Functions:

  1. Provide finance support to the Tunisia Office.
  2. Provide administrative support to the Tunisia Office.

Key results expected.

1. Provide finance support, including:

  • Support the Finance & Administration Manager in the payment process:
    • Record accounting data in Microsoft Dynamics NAV.
    • Maintain the country office electronic finance archive and scan supporting documents monthly.
    • Review vendor invoices against supporting documentation, verify accuracy and coding, and process payments when complete.
  • Ensure that internal control procedures are followed for all payments in accordance with IDLO policy and procedures.
  • Maintain the country office's petty cash.
  • Manage advances, submit payment requests, and reconcile advances.
  • Support the Finance & Admin Manager in preparing the CO monthly schedules and balance sheet reconciliations.

2. Provide administrative support, including:

  • Coordinate document approvals, including drafting, circulating, and obtaining signatures.
  • Assist in organizing institutional and programme events, courses, visits, and presentations, coordinating with relevant IDLO departments.
  • Support contractor and consultant contract processing, maintain up-to-date records, and flag required actions.
  • Any other related tasks requested by the supervisor.

Job Requirements

 

Education and Work Experience

  • A university degree in Business, management, finance, or a similar field is required.
  • 2 years of relevant professional experience in finance, logistics, and administrative management within an international organization setting.

Languages

  • Fluency in oral and written English, French, and Arabic is required.

Specific knowledge, skills, and competencies

  • Excellent knowledge of Microsoft Office
  • Knowledge of public procurement standards
  • Knowledge of the International Public Sector Accounting Standards (IPSAS)
  • Ability to work under pressure with tight deadlines, flexibility, and an entrepreneurial spirit.
  • Proven ability to see through tasks set and deliver results.
  • Ability and willingness to travel to field locations, if necessary.
  • Keen sense of ethics, integrity, credibility, and commitment to IDLO’s mandate.

Terms & Conditions

For this locally recruited position, IDLO shall offer the selected candidate an Affiliate contract of 12 months, with the possibility of extension subject to performance and funding availability.

 

In addition, IDLO shall offer a yearly basic salary of USD 14,400, medical insurance, and leave entitlements, including in accordance with IDLO Employee Regulations and Rules.

 

This local position is open to candidates who are nationals of the duty station or with permanent resident status or other legal authorization permitting them to work in the duty station. An employee subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international employees.
