ORGANIZATIONAL CONTEXT
Under the supervision of the Country Manager, Niger, with a dotted functional line to the Head, HR Operations at IDLO Headquarters in Rome, Italy, the HR Specialist supports day-to-day HR operations for the Country Office, ensuring timely, accurate and consistent delivery of HR services.
The incumbent provides practical HR administration, recruitment, onboarding, employee records, payroll review, and employee support services in line with IDLO policies, procedures, and applicable local requirements, escalating complex matters to the supervisor and Headquarters HR as needed.

Education:
First-level university degree in Human Resources, Business Administration, Public Administration, or a related field is required. Additional training or certification in HR administration or payroll is desirable.
Experience:
A minimum of 5 years of relevant professional experience in HR administration; recruitment support, payroll review, or related HR operations is required. Experience in an international, non-governmental, multilateral, or development organization is highly desirable.
Languages:
Excellent spoken and written knowledge of French and English is required.
Specific Knowledge/Skills/Competencies
Strong familiarity and competence in working with human resource policies and procedures.
Ability to present and promote the Organization’s position on HR matters in a clear, concise and accurate manner.
Keen sense of ethics, integrity, confidentiality, credibility, and commitment to IDLO’s mandate.
Proven ability in establishing and maintaining effective working relationships with people of different cultural backgrounds.
Strong organizational and time management skills.
Strong oral presentation, communication and networking ability.
Demonstrated ability to effectively use ATS, Microsoft Office programs and other tools for analytical activities.
Capacity to work on multiple different projects, and under pressure, while ensuring accuracy and attention to detail.
Willingness to travel to high-risk regions, if necessary.
For this nationally recruited employee position, IDLO shall offer the selected candidate an Affiliate contract of 12 months, with the possibility of an extension subject to performance and availability of funding. IDLO shall offer a yearly basic salary of XOF 13,648,001.-
