Organizational Context

Monitoring and reporting are governed by IDLO’s Monitoring Guidelines, Theory of Change Guidelines, and applicable donor requirements. The organization is committed to strengthening and integrating its monitoring, evaluation, learning (MEL), and reporting systems across all programmatic activities. At project level, monitoring and reporting are integral to the project cycle and essential for effective results-based management. Regular assessment of progress at input, output, and outcome levels generates timely evidence on performance and supports accurate, results-oriented reporting, enabling adaptive management and informed decision-making throughout implementation. Project-level monitoring and reporting also feed into institutional reporting, including the Strategic Results and Resources Framework (SRRF), and inform mid-term and final evaluations, ensuring alignment between project delivery and broader organizational results.

Under the direct supervision of the Monitoring and Reporting Officer, Kenya and Somalia, and in close coordination with the Somalia team, the Monitoring and Reporting Associate works closely with programme teams, partners, and HQ-based MEL functions to support the implementation of monitoring, reporting, learning and evaluation processes. The role contributes to the collection, cleaning, analysis, and reporting of programme data, supports the maintenance of MEL systems and tools, for IDLO and its partners, and assists with assessments, surveys, evaluations, and knowledge management activities aimed at enhancing programme effectiveness and accountability.

The position requires regular engagement in complex, fragile, and conflict-affected settings, including remote and hard-to-reach areas in Somalia.

Summary of Functions:

• Provide administrative and technical support to the design and implementation of MEL systems and tools. 
• Contribute to the preparation of internal and external reports, including SRRF inputs, and support the documentation of results, lessons learned, and knowledge products.
• Contribute to internal assessments, surveys and evaluations facilitating generation of evidence that inform programme design, adaptive management, and decision-making.

 Key results expected:

•  Contribute to pre-intervention assessment exercises aimed at establishing baselines, targets, and contextual analysis, as well as other relevant data to inform project design.
• Support the design and regular updating of programmatic MEL tools, including Theories of Change, logical frameworks, results frameworks, key performance indicators, Indicator Tracking Tables (ITT), Monitoring, Evaluation and Learning (MEL) Plans, risk management tools, and data collection instruments, ensuring both performance and context monitoring; support the above for IDLO’s partners.
• Specifically to the work with ADR Centres, conduct collection, verification, cleaning and consolidation of case-level data from the centres, ensuring complete and accurate records on mediation, reconciliation, referrals, user characteristics, case outcomes, and settlement implementation; maintain and update the ADR case database, ensuring all case records are properly coded, disaggregated, validated, and archived; conduct data quality assessments (DQAs) and verification visits to ADR Centres to complement the above data.
• Collect, compile, clean, check, and analyze quarterly programme performance data from partners and ADR centres.
• Coordinate collection and verification of referral pathway data from justice institutions and implementing partners to monitor the effectiveness of integrated justice services.
• Maintain secure electronic and physical filing systems for MEL data, ensuring compliance with data protection, confidentiality, and ethical standards, particularly for sensitive justice and GBV-related information.
• Ensure that MEL Plans and MEL activities are effectively implemented and documented, in line with IDLO Monitoring Guidelines, project compliance requirements, and donor standards..
• Regularly review programme progress and contextual shifts through data analysis, field monitoring, and reflection exercises, and liaise with relevant programme stakeholders as required by the supervisor, to identify success stories, best practices, lessons learned, and areas for improvement and/or adaptation.
• Support the provision of timely responses to requests for M&E-related data and information, ensuring accuracy, consistency, and quality assurance. In this context, contribute to populating the information required for the SRRF.
• Contribute to the development of progress reports as well as internal and external MEL reports, ensuring that findings from context and programme monitoring are adequately packaged and that performance monitoring data is aligned with the relevant programmatic MEL tools. Contribute to internal knowledge products and documentation of lessons learned.
• Support internal assessment processes and surveys, including perception and user satisfaction surveys, community feedback mechanisms, and beneficiary interviews, including by reviewing Terms of Reference (ToRs), coordinating administrative and technical aspects, and contributing to assessment and survey reports, ensuring that findings are effectively used to inform programme design, learning, and adaptive management. Provide support to evaluation processes as required.
• Support routine monitoring visits, joint supervision missions, partner review meetings, and learning events, including by preparing the necessary monitoring tools, analysing findings, and documenting follow-up actions.
• Carry out any other duties within the overall function and level of responsibility of the post.

Education and Work Experience

• Undergraduate degree in Monitoring and Evaluation, International Development, Social Sciences, Public Policy, Statistics, Economics, or a related discipline; or a combination of relevant academic qualifications and professional experience.
• A minimum of 3 years of progressive professional experience in monitoring and reporting, or evaluation, preferably within international development, rule of law, governance, or donor-funded programmes.

Languages

• Fluency in English, both written and oral, is required.

Specific knowledge, skills, and competencies

• Demonstrated experience in supporting the design and implementation of MEL frameworks, managing data collection and analysis and preparing donor reports.
• Experience with mobile data collection, remote monitoring methodologies, and security-adapted field protocols is essential.
• Experience applying quantitative and qualitative data collection methods, including surveys, key informant interviews (KIIs), focus group discussions (FGDs), and other monitoring tools is desirable.
• Experience in data quality assurance processes, including data verification and spot checks, is an asset. Experience working with international organizations and multiple donors is an asset.
• Ability to work across multiple time zones and in complex, fragile, and conflict-affected settings, including remote and hard-to-reach areas and to apply cultural sensitivity and conflict-awareness skills in MEL activities.

For this locally recruited position, IDLO shall offer the selected candidate a 12-month Affiliate contract, with the possibility of extension subject to performance and funding availability.

In addition, IDLO shall offer a yearly basic salary of USD 16,968, medical insurance, and leave entitlements, in accordance with IDLO Employee Regulations and Rules.

This local position is open to candidates who are nationals of the duty station or with permanent resident status or other legal authorization permitting them to work in the duty station.
