Process Mapping Consultant (Locally Recruited)

The International Development Law Organization (IDLO) serves as the Technical Lead for the third iteration of the European Union’s Governance in Justice Programme (EU-GOJUST) implemented in the Philippines. EU-GOJUST seeks to improve access to justice for all Filipinos and contribute to Philippine socio-economic development through a more effective, inclusive, and accountable justice system. These efforts are pursued by supporting the priorities of Philippine justice institutions such as the Department of the Interior and Local Government (DILG), the Department of Justice (DOJ), the Supreme Court (SC), and justice-sector civil society organizations and law schools.  

Streamlining court systems and operations based on the needs of internal and external stakeholders is among the Supreme Court’s efficiency outcome under its Strategic Plan for Judicial Innovations 2022 – 2027. In line with this, the Supreme Court commissioned an “Organizational Review of the First- and Second-level Courts and the Office of the Court Administrator (OCA),” which recommended the streamlining of the OCA Central, decentralizing administrative authority through the establishment of Offices of the Regional Court Managers (ORCM), and relieving judges of administrative and non-judicial functions through the creation of the Office of the Station Court Manager (OSCM).  

In preparation for the pilot implementation of the third recommendation, the Supreme Court is currently collecting data and conducting consultations to surface issues, challenges, and best practices associated with the possible creation of the OSCM, which will be led by the Head of the Office of the Clerk of Courts (OCC), serving as the Station Court Manager. A foundational input for this initiative is a process map, which would enable an evidence-based understanding of how administrative and non-adjudicative processes are currently performed across branch clerks, presiding judges, the OCC, the Executive Judge, the ORCM, and the OCA Central, and how it should be re-designed under the OSCM model. To this end, IDLO is seeking to engage a Process Mapping Consultant to document the current state and design the future state of these non-adjudicative processes across the relevant stakeholders in the judiciary. 

Under the direct supervision of the Senior Program Advisor and in collaboration with the Field Program Coordinator, the Process Mapping Consultant will undertake the following: 

• Conduct a desk review of relevant SC and OCA issuances, organizational charts, existing manuals, and other documents relevant to the OCA Modernization and OSCM initiative; 

• Review the previous documentation and mapping of the current state of non-adjudicative processes, developing a comprehensive inventory of the non-adjudicative functions and processes performed by the relevant stakeholders in first- and second-level courts and identifying process owners, bottlenecks, and duplications, if any; 

• Design and map the future state of non-adjudicative processes reflecting the proposed OSCM model, clarifying roles and responsibilities among the presiding judge, branch clerk, OCC, ORCM, and OCA Central, when applicable. 

• Submit the final process maps after a presentation and validation with EU-GOJUST and relevant Supreme Court stakeholders. 

Throughout the implementation, the Process Mapping Consultant is expected to integrate the EU-GOJUST's Gender Equality and Social Inclusion (GESI) Framework, ensuring that the final output reflects inclusive and equitable justice outcomes. 

Education 

• Advanced university degree (Master’s degree or equivalent) in Public Administration, Law, Business Administration, Organizational Development, Management Engineering, or other relevant fields. An advanced degree in any of these fields is an advantage. A bachelor's degree combined with relevant professional experience may be considered in lieu of an advanced degree. 

Experience 

• At least 8 years of professional experience in process mapping, organizational review, systems analysis, or process re-engineering, preferably within justice sector institutions. 

• Strong understanding of organizational structures, administrative processes, and institutional roles and responsibilities within complex public-sector organizations. 

• Proven experience in analyzing institutional documents, including policies 

• Demonstrated experience in developing current state and future state maps, workflow diagrams, and organizational analysis. 

• Prior experience working with or within the Philippine judiciary, Supreme Court, Office of the Court Administrator, or other justice-sector institutions is strongly preferred. 

• Familiarity with court administration systems, case management, or judicial reform initiatives is an advantage. 

Languages   

• Fluency in written and spoken English and Filipino is required.   

 Specific Technical & Behavioral Competencies   

• Proficiency in process mapping methods and tools (e.g., flowcharts, workflow diagrams, or equivalent approaches) 

• Ability to use digital tools for process documentation and visualization. 

• Strong report-writing and presentation skills, with the ability to translate technical findings for a judicial and policy audience.  

• Ability to work with stakeholders, including government institutions and the judiciary.  

• Ability to work independently, meet deadlines, and adjust to evolving project needs.  

• High attention to detail and commitment to accuracy.  

• Ability to take guidance, incorporate feedback, and consider various perspectives.   

• Keen sense of ethics, integrity, and commitment to IDLO’s mandate. 

This consultancy is offered on a deliverables-based contract to be performed in the duty station (Manila), with payment disbursed upon satisfactory completion and approval of each milestone as outlined in the Terms of Reference. The total estimated level of effort for this assignment is 20 working days within a 2-month period starting October 2026, in accordance with the agreed work plan and deliverables schedule. The selected consultant is expected to commence work as soon as possible following contract signing.
