Grants Officer, Niger

The Grants Officer will be based in Niamey, Niger, and will be responsible for ensuring the effective technical and financial management of the programme’s sub-grants. The incumbent will work closely with internal and external stakeholders and will be supported by the country team and IDLO Headquarters (HQ) in Rome, Italy.

The Grants Officer shall report to the Finance Manager, with a dotted-line reporting relationship to the Field Programme Manager and shall work in close collaboration with the Programme Development Unit (PDU), Monitoring and Reporting Unit (MRU), and Finance Unit based at HQ.

The Grants Officer will be responsible for the following:

1) Sub-grant governance

• Ensure compliance with IDLO’s policies and procedures, including applicable sub-grant guidelines, templates, workflows, and business processes for engaging and working with Implementing Partners (IPs).
• Support the Field Programme Manager and Budget Holder in overseeing compliance with IDLO contractual obligations related to the management of sub-grants.
• Focal point between the Country Office (CO), IPs, and HQ on matters relating to sub-grant management, compliance, and reporting.
• Facilitate close collaboration and coordination among the Finance Manager, Field Programme Manager, PDU, and PMU throughout the sub-grant management cycle.
• Maintain an up-to-date CO database of all sub-grants, including funding applications, accounting records, progress reports, disbursement records, and related documentation and communications with IPs.

2) Sub-grant management coordination

• In accordance with well-defined criteria, support and coordinate the process for identifying IPs, including the launch of calls for proposals and the review of concept notes, full proposals, and organizational assessments.
• In close cooperation with PDU and Finance, coordinate the development and negotiation of sub-grant proposal packages with prospective IPs, including workplans, budgets, and supporting documentation, and facilitate their review and approval.
• Following approval of the sub-grant proposal, coordinate the negotiation, drafting, and finalization of sub-grant agreements, ensuring that they adequately address, among other matters, reporting requirements and deadlines, payment schedules, audit requirements, currency management, and other applicable conditions; support the amendment process as appropriate.
• Coordinate with the supervisor, Field Programme Manager, and relevant HQ colleagues on sub-grant management processes and systems to ensure the timely and effective review, approval, and disbursement of sub-grants.

3) Sub-grant monitoring, reporting and closure

• Monitor the performance of sub-grants against approved work plans and budgets, including rates of expenditure, and suggest appropriate mitigating measures to reduce risks.
• Review narrative progress reports and financial reports before submission for internal clearance to ensure completeness, accuracy, and compliance with applicable requirements, and facilitate timely approval and the processing of related disbursements.
• Prepare periodic sub-grant status, expenditure, management, and risk reports, including monthly and quarterly internal reports, with appropriate analysis of expenditures to support effective oversight and decision-making.
• Establish and maintain tools for the efficient technical and financial management of sub-grants, in coordination with PMRU and in line with IDLO and donor requirements.
• As needed, undertake site visits to monitor sub-grant implementation.
• Support the financial and programmatic close-out of sub-grants, including the review of final narrative and financial reports and the processing of final payments, in accordance with applicable IDLO procedures.
• Facilitate the evaluation and audit of sub-grant performance.
• Subject to the availability of funds and internal capacity, identify and facilitate capacity-building activities for the benefit of the IP.
• Perform other similar duties as required by the supervisor.

Education and Work Experience

• A bachelor’s degree in relevant fields such as Finance, Accounting, Business Administration, or a related discipline is required.
• Minimum of five years of progressively responsible experience in grants or sub-grants management, preferably with bilateral or multilateral donors such as AFD, the Dutch Ministry of Foreign Affairs, SIDA, or the EU.
• ACCA, CPA, or an equivalent internationally recognized professional qualification is desirable.
• Demonstrated experience managing sub-grant processes from partner selection and agreement development through monitoring and close-out.
• Experience working with Implementing Partners and donor-funded programmes.
• Experience in working with ERP systems is a plus.
• Good working knowledge of Microsoft Office, particularly Excel, and relevant financial or grants management systems.

Language Requirements

• Fluency in English and French, both written and spoken, is required.

• Ability to identify and address financial, operational, fraud, and compliance risks.
• Strong analytical and problem-solving skills, with excellent attention to detail.
• Ability to prepare and maintain accurate grant records, reports, and audit trails.
• Strong planning, coordination, organizational, and time-management skills, with the ability to manage competing priorities.
• Good understanding of audit, financial close-out, advances, liquidations, and donor compliance requirements.
• Strong communication and interpersonal skills, with the ability to work effectively across Finance, Programme, HQ and Implementing Partners.
• Commitment to accountability, transparency, teamwork, partnership principles, and people empowerment.
• Good understanding of the international development and donor-funded environment.

For this locally recruited position IDLO shall offer the selected candidate an Affiliate contract of 12 months, with the possibility of extension subject to performance and availability of funding.

IDLO shall also offer a yearly basic salary of XOF 13 648 001, medical insurance, and leave entitlements, in accordance with IDLO Employee Regulations and Rules. 

This local position is open to candidates who are nationals of the duty station or with permanent resident status or other legal authorization permitting them to work in the duty station.
