Field Programme Coordinator (Locally Recruited)

The Department of Programmes is the central management and coordinating function for Programme delivery and capacity development. It is responsible for the implementation of IDLO’s global Programme portfolio for field and non-field locations in line with organizational strategy.

Under the direct supervision of the Country Manager, the Field Programme Coordinator supports implementation and is responsible for overall programme cycle support including design, inception, implementation, closure, as well as financial and quality compliance. The Field Programme Coordinator interacts with internal and external functions.

Summary of Functions

1. Coordinate day-to-day programme implementation and delivery of activities in line with project design, delivery schedules, and IDLO processes and procedures.
2. Support programme quality, compliance, monitoring, reporting, and documentation throughout the programme cycle.
3. Contribute to programme development and stakeholder engagement.

Key results expected

1. Coordinate direct day-to-day programme implementation and delivery of activities, ensuring alignment with project design and delivery schedules and in accordance with IDLO processes and procedures.

• • Coordinate the implementation of field programme activities, including trainings, workshops, conferences, consultations, and other programme interventions; monitor progress, identify implementation issues, and support timely course corrections.
  • Initiate and follow up on activity-related procurement processes in a timely manner and coordinate with the procurement function to provide inputs for procurement requests, technical specifications, supporting documentation, and tracking progress to ensure goods and services are available when required for implementation.
  • Engage in day-to-day coordination with expert consultants, including reviewing outputs and deliverables, monitoring progress against agreed timelines, and facilitating the timely completion of assignments.
  • In coordination with the Capacity Development and Monitoring Team, develop programme logic models and frameworks and other monitoring tools as needed, including during inception phases.
  • Make recommendations for timely and optimal course corrections as needed and coordinate revisions to project design and work plans as necessary.
  • Engage with relevant external stakeholders to consult, validate, plan and deliver programmatic activities, and with internal stakeholders to ensure all initiatives are planned and delivered in line with IDLO requirements.
  • Initiate programme reports; draft briefings, memos, and provide input on other internal and external products, as required.
  • Support the supervisor in building accurate programme financial forecasts; review monthly financial reports to ensure accurate cost allocations and identify areas of over- or under-spending that may affect field delivery; flag urgent budgetary issues to the supervisor.
  • Maintain accurate programme documentation such as contracts, workplans, deliverables, reports, and supporting administrative documents.
  • Support the monitoring and evaluation of the programme as needed.

2. Ensure compliance with programme contracts and procedures and that programme cycle quality controls are in place.

• • Ensure internal procedures and guidelines are observed, recommending corrective action and, in coordination with the supervisor, consulting IDLO Headquarters (HQ) on any potential compliance issue.
  • Monitor compliance with Programme contracts and subcontracts.
  • Ensure timely completion of activities and deliverables at the national level and that they meet quality standards
  • Conduct research on legal, political, social, and economic events, trends, and/or developments relating to the programme; respond to internal and external requests for such research.
  • Draft or contribute background content for IDLO publications, communications materials, knowledge products, and web content, drawing on approved programme information.

3. Contribute to programme development and stakeholder engagement

• • In coordination with the supervisor and with the Programme Design and Development Team at IDLO HQ, provide substantive input in the development of proposals or concept notes aimed at innovatively expanding IDLO’s Programme portfolio.
  • Collaborate with country program staff and local partners, ensuring that perspectives and expectations are shared in the design and implementation of the projects.
  • Under the guidance of the supervisor, build relationships and liaise with donors, UN agencies and other organizations, government institutions, CSOs and other relevant stakeholders in the rule of law field.
  • Represent IDLO in relevant events or meetings as required by the supervisor.

Education and Work Experience: 

• University degree in Law, Political Science, Gender studies, or other relevant disciplines from a recognized university. Post-graduate qualifications will be an added advantage. 
• A minimum of 5 years of professional experience working in (thematic area).
• Experience working with international organizations or large national organizations, Governance, or the Social Development sectors will be a significant advantage. 

Languages:

• Fluency in English is required.

Specific knowledge, skills and competencies: 

• Familiarity with standard programme and data management tools, as well as results-based management.
• Solid report writing, research, and analytical skills.
•  Good knowledge of Microsoft Word, Excel, and PowerPoint. Proficient use of other ICT software and internet software.
• Excellent interpersonal, organizational, diplomatic, and communication skills. 
• Demonstrable ability to meet deadlines in a fast-paced work environment.
• Proven ability to operate in a team environment, liaising with a diverse team. 
• Enthusiastic and proactive attitude, including willingness to travel frequently to the field. 
• Self-motivated and dynamic with willingness and ability to use initiative to assist the organization to achieve its objectives; and 
• Highly developed sense of ethics, integrity and commitment to IDLO’s mandate. 

For this locally recruited position, IDLO shall offer the selected candidate an Affiliate contract of 12 months, with the possibility of extension subject to performance and funding availability.

IDLO shall also offer a yearly salary, medical insurance, and leave entitlements in accordance with IDLO Employee Regulations and Rules.

This local position is open to candidates who are nationals of the duty station or with permanent resident status or other legal authorization permitting them to work in the duty station. An employee subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international employees.
