Overview & Responsibilities IDLO Somalia, with funds from the U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), is implementing two programmes; 1) Somalia Justice Support Programme- “SOMJUST” and 2) Somalia Criminal Investigation Programme – “SOMCIP”. The two programmes are responding to the national priorities, as outlined in the 2020-2024 National Development Plan, and aim to contribute to enabling criminal justice institutions to deliver efficient, equitable, and accessible justice services to Somali citizens and provide improved safety and security to the local population. The Assignment The consultancy falls within the framework of IDLO’s engagement to enable Somalia's criminal justice institutions to deliver effective, efficient, accessible, and accountable justice services to Somali citizens (Goal). The Case Management Consultant will work in collaboration with the programme team, the AGO, and other relevant stakeholders. The incumbent will report to the Programme Manager. The position will be provided over 13 months, from 15 May 2024 to 15 June 2025. Summary of Functions Provide technical support for the development of an integrated criminal justice Case Management System (CMS) for Somalia’s criminal justice chain institutions. Key Results Expected - Provide ongoing advice and assistance to the Programme Manager during the IECMS implementation period. - Provide support during the procurement process of the IECMS, implementation process, as well as post IECMS activities such as monitoring and training. In sum: - Support the bidding and selection process of the IECMS service provider. This includes: - Assist in providing technical guidance during the bidding process. - Provide Support to the programme team in addressing vendor inquiries and clarifications. - Monitor the quality of the various stages of the IECMS development and verify the completion of the IECMS by the service provider as per the agreed terms and conditions. - Support the post-IECMS development activities such as: - Undertake the online IDLO basic TOT training to assist in training support. - Review and edit the IECMS training manual, - Oversee the delivery of the training by the IECMS developer to clerks from the police, AGO, courts, and corrections. - Produce a final training report for IDLO’s records. - Monitor post-IECMS technical support.

Organizational Context   The Department of Programs is the central management and coordinating function for program delivery and capacity development. It is responsible for the implementation of IDLO’s global program portfolio for field and non-field locations in line with organisational strategy.   The Position Reporting to the Field Programme Manager, the Program Associate works in close collaboration between IDLO’s Offices (Headquarters and Field Locations) and internal support functions to provide administrative and process assistance to program teams in order to support program delivery.   The position is based in Mogadishu, Somalia.   Summary of Functions: 1. Provide administrative support to the Program team and ensure process integrity; 2. Support the coordination of work and information flow between offices (HQ/Field) and support functions (e.g. HR, Office of the General Counsel, Finance, Procurement); 3. BACKGROUND   The development of multimedia and information technologies, as well as the use of the internet as a new mode of teaching, has made radical changes in the traditional process of teaching towards digital solutions. Recognizing the critical role of technology in continuous education, e-learning platforms have increasingly become important in institutions of higher education. The introduction and expansion of a range of e-learning tools have been initiating several changes in higher education institutions, particularly when it comes to their educational delivery and support processes. Therefore, the best way to include everyone especially judicial officers in different regions in Kenya is through an e-learning platform. E-learning is advantageous since it helps in cost reduction, helps in the distribution of multimedia materials, greater accessibility regardless of location, resource scalability, improved academic results, self-paced learning, and cost-effectiveness.   In this regard, IDLO in partnership with the Kenya Judiciary Academy (KJA) seeks to engage a E- Curriculum/Learning Developer to convert manuals on contemporary access to justice issues into e-versions for the KJA e-learning platform.   THE ASSIGNMENT The consultant’s responsibilities will include: - - Carry out an inception meeting with IDLO and KJA to discuss the TORs and the scope of assignment, methodology, and expectations, and develop an inception report. - Convert three manuals on contemporary access to justice issues into e-versions for uploading to an e-learning platform. - Present the e-manuals during stakeholder meetings including but not limited to the Judiciary ICT Directorate, ICMS Committee, KJA, and IDLO. - Incorporate feedback from the stakeholders’ consultations and finalize the e-courses for presentation to the Judiciary ICT Directorate, ICMS Committee, KJA and IDLO. - Deliver the e-manuals in a sharable content object reference model format, to be uploaded to the KJA e-learning platform. The Office Services Specialist takes care of the Office building management, acts as the focal point on protocol matters and provides timely financial support for the Hague Office. In particular, s/he will be responsible for the following duties: 1. To learn more about IDLO, please visit our website www.idlo.int or follow us on Twitter @IDLO.   THE ASSIGNMENT With the financial support received from the Swedish International Development Cooperation Agency (further referred to as “SIDA”), the IDLO office in Ukraine, located in the Department of IDLO Programs, focuses on management and coordination of activities intended to set conditions for a stable, effective and transparent post-war recovery.  As a part of post-war reconstruction activities, the Design Documentation Expert/ Design Engineer provides technical/expert support to the State Agency for Reconstruction and Development of Infrastructure of Ukraine (further referred to as “Reconstruction Agency”) regarding assessment and improvement of project documentation development for new construction projects, reconstruction, restoration and large-scale repair works.  This process is intended to result in generalization of identified problems of project and estimate documentation and recommendations for their elimination or minimization.   Summary of functions - Conduct expert analysis of urban planning documentation at the state, regional and local levels from the standpoint of its compliance with legislative and normative acts regulating legal and organizational foundations of urban planning activities. - Perform expert analysis of project and planning documentation from the standpoint of its compliance with urban planning, spatial planning, architectural, constructive, technical, technological requirements and territory planning schemes. - Conduct expert research and provide expert assessment of technical terms and operational properties of buildings and structures, construction materials and products, analysis of technical, technological and natural factors affecting them. - Analyze quality of project solutions by identifying deviations from requirements for buildings and structures, their operational safety and engineering support. - Prepare expert opinions, reports and other documentation.   Specific tasks will include: - Verify technical specifications and design tasks in terms of their compliance with construction, engineering, architectural standards and norms. - Evaluate project documentation in terms of its compliance with design assignments. - Conduct assessment of project documentation, including its mandatory sections, drawings, specifications and calculations. - Verify project documentation in terms of its compliance with appropriate construction standards and regulations. - Review of project documentation to determine its suitability for construction, compliance with project schedule and construction sequence. - Prepare analytical reports on conclusions/results of project and estimate documentation assessment, particularly, with regards to gaps, shortcomings and risks of non-compliance with design and construction standards for review by the Recovery Agency. - Prepare recommendations (guidelines, templates or standards of operational procedures for checking documentation) in order to minimize or eliminate possible deficiencies, develop methodology and identify typical project solutions. - Implementation of mentorship program, trainings and explanations provided for local government organizations, State Recovery Services and Reconstruction Agency regarding assistance in improving project documentation.

The IDLO Ukraine Country Office, situated within the IDLO Department of Programmes, maintains the central management and coordinating function for the delivery of the IDLO portion of the consortium programme entitled “Restoring Dignity and Justice in Ukraine: a whole-of-government approach to advancing accountability for international crimes,” with financing support from the Netherlands Ministry of Foreign Affairs.  The programme is part of a larger presence by IDLO in Ukraine in support of justice sector reform and capacity strengthening for national counterparts. Under the direct supervision of the Country Manager, the Field Programme Manager engages with internal and external functions to manage IDLO’s sub-project under the Dutch MFA Consortium Programme aimed at advancing accountability for international crimes in Ukraine. The Field Programme Manager may represent IDLO with partners, IDLO HQ staff and Government officials, technical advisors and experts, donors and civil society. Duties & Responsibilities 1. Manage day to day programme implementation and issues, work planning, budget monitoring, and reporting, and ensure that all phases of the project are consistent with the project design and delivery schedule. - Monitor revisions to project design and work plans; review adjustment recommendations developed by the CRSV and Children’s Rights Programme Coordinators; develop consolidated recommendations for timely and optimal course corrections. - Collaborate and communicate regularly with the Country Manager, Ukraine CO finance colleagues, IDLO HQ Finance Department, and HQ Programme counterpart to build accurate financial forecasts, including reviewing financial reports and identifying areas of over- or under-spending, and flagging any urgent budgetary issues. - Oversee the timely identification and screening of Programme contractors and employees as well as the processing of contracts in collaboration with Ukraine CO HR and HQ HR colleagues. - Collect inputs to and draft annual and quarterly programme progress reports; coordinate the submission of financial and narrative reports upon their approval, highlighting the value and impact the Programme/activity brings. - Develop and maintain proper working relationships with the beneficiaries and other relevant stakeholders. - Ensure Programme compliance with donor contract as well as quality standards. 2. Ensure compliance with Programme contracts and subcontracts. - In consultation with the Office of the General Counsel and the Country Manager, review, draft and advise on contracts, agreements and other legal documents. - Design, research, draft, and edit legal working papers, memos, briefs, and other original materials in the field experience, and utilize these materials for the development of relevant outputs; - Ensure Programme deliverables meet quality standards and proactively seek input from relevant substantive internal experts. 3. Oversee Programme Reporting, Monitoring and Evaluation. - Collaborate with the Evaluation team and liaise closely with the relevant Programme units on the evaluation of Programmes. - Identify and report difficulties or changes in the Programme strategy, objectives, results or activities, and make recommendations for timely and optimal course corrections. - Identify project and team successes and lead documentation for internal and external information sharing.  4. Programme Development and Programme Representation. - Upon Country Manager’s request and/or approval, represent IDLO in thematic donor and implementer coordination meetings as well as vis-a-vis relevant stakeholders including international organization, international technical assistance programmes, the government and the Parliament of Ukraine, and CSOs; - In coordination with the Country Manager, generate ideas and identify new Programme opportunities; provide substantive input in the development of proposals or concept notes aimed at innovatively expanding IDLO’s Programme portfolio in line with country/regional/organizational strategies; - Develop the design of implementation plans by means of standardized Programme cycle management tools, logic models and frameworks, work plans, monitoring reports, and others. 5.
